LaMeel Kimse No service Rendered and refuses to issue a refund Internet

I first discovered LaMeel Kimse online. She offered CPN numbers. She said that it was legal and stated a government quote suppoting the CPN Number. She also indicated that she herself was able to establish credit under a CPN NUmber. 

After spending money on a UPS box ( that I didnt need), I had to go outof town to work. I had informed them that I had to leave and I would resume when I returned. I made the grave error of purchasing an additional program ($188.88)with the intenstion of flowing in from the CPN Program, also thinking I can pick up when I returned. 

Well, since I did not finish the CPN program , and never used the second one I purchased, I asked for a refund. I was ignored. I then requested payment through PayPal (where all my payments were transacted). No response.

I checked my email and received and was told that "due to the nature of the program, there is no refund offered. You have had access to the program since you purchased it, we have no way of knowing how much of the program has been used.". However. "Would you like me to restart you in the CPN Program?'. 

I realize that I made an error in paying for something from someone who hides behind a makeshift webpage. If you eer get the idea or come across this person for her advertised services.....RUN LIKE HELL  and keep your money for a more legitimate kind of service. I can see why she now has money to clean up her credit.  By stealing it !
