Las Vegas Nevada Actionable Award Program ripoff lied about a sweepstake Ft Lauderdale Florida

I recieved a letter from Las Vegas, Nevada Actionable Award Program (LVAAP). They reported that I won 3,341,006.00. LVAAP explained that there was restricted communication from the agency. I was asked to send a report-release fee of $20.00. They continued to reassure me that the sweepstake was absolutely confidential.
Due to curiosity, I continued to read and they explained that they are a research and reporting service. LVAAP specializes in researching sweestakes sponsored and conducted by corporate organization with which they are completely unaffilated. They went on to say that the sweepstakes sponsors provide all entry requirements, based on existing federal, state, and local regulations and that they are not liable for any entries made or attempted by readers of its report. Is that legal? I evntually went to the internet and found them in the rip-off list. I hope something is being done to these liars, who are illegally collecting money.
