LD Real Estate De Liu Irresponsible landlord, lies in legal proceedings in court on multiple occassions, never made any repairs in 7 years. Portland, Oregon

We rented the house located at  SE Sherman Street in Portland for 7 years. Not one repair was ever made at this location in all that time. On numerous occasions we spoke to him of issues needing repair, and he just told us how to do it ourselves, and never reimbursed us for supplies. Example: thermostat controlling furnace, electrical problems, and difficulty finding the right fuses for the fuse box, plumbing in the bathroom backing up. Eventually we just started "making it work" because we knew he would not. There was no heat source after the 3rd year due to the antique furnace under the house being non-functional, and when the repairman came out, he said he could no longer get parts. We put in a wood stove, which we took with us when we left.

In 2008, Mr. Liu went to China and was gone for several months. He told us not to worry about the rent until he came back, and asked us to manage his properties while he was gone. We had to clean 3 of the properties and get them ready for new tenants. We had over 60 hours of work on just one of those properties. When he came back, he gave us a $500 credit against the rent...which paid us only about $2.64 per hour for the hours we put in on all properties, and did not reimburse for supplies for cleanup and repair. He also had my husband and I appear in court on his behalf in cases against other tenants, and he lied on numerous occasions in court, and charged them for repairs which to this day he still has not done. We consistently paid our rent after this, and every time we would get to a place where we could pay extra every month, he would raise our rent. He evicted us on the 2008 balance, nothing current. He added so much money to the original bill without explanation or foundation. We paid him $3800 above and beyond rent in the months of Jan-Mar of 2012.

He now currently has new tenants, but the electrical system is still faulty. There is a "hot wall" in the kitchen, and a light switch that shocks you. There is also the original cloth wiring in the attic which is exposed due to being chewed by squirrels that live up there and have since we moved in. The old asbestos insulation in the attic is piled in heaps, where the squirrels made beds out of it.  He also had us sign a waiver due to lead based paint in the house. The fuse box he has replaced with a breaker box, but the wiring is still the same old faulty wiring.

The roof which he "repaired" before we moved in was the 3rd layer, and only done on the street side. The back of the house had multiple leaks with every rain. He told us when we moved in that he would repair the leak on the back porch. Not one time did he ever come to repair that, and by the time we moved out, there was water damage in the kitchen also above the back door. That roof still leaks.

The oil tank under the driveway has never been cleaned or decommissioned, and it has been sitting for the last 4 years...cannot be good for the local environment in the neighborhood. It contained about 100 gallons of oil when the furnace died. Not sure what kind of sludge that is now.

The house was filled with black mold. It was painted over when we moved in, and he was aware of the condition. The bathroom had no tile around the tub/shower, just indoor paint, which just fed the mold and rotted wood. There is dry rot in the floor in all rooms. This house should be condemmed, but of course he cleans it up and makes it pretty for the next sucker...and he has multiple properties in the same or worse condition. The next door house is owned by him also, and the foundation is broken and you can see it from the street, how the house sags.
