Liberty Utilities Empire In-accurate Usage - poor meters Aurora Missouri

In April 2018 I purchased a home in Aurora Mo.  Liberty Utilities, aKA- Empire, are the only game in town for water and electricity. I am a pastor, and had a last  minute location change. Instead of living in Missouri I had to change my plans to reside in Oklahoma.  So my newly purchased home, sat empty . un-ccupied,  A/C off, refrigerator off, and a small light on in the kitchen.  From May to June I was charged $131.00 for electric and $87.00 for water.  This is a vacant house. No water use, and one 60w bulb on. I called customer service, and challenged my bill. They stated my bill was a guestamit. They guess what your usage would be. I asked them to take a physical reading. I called back three days later, they told me I used 4000 gallons of water, however my meter may have mal-functioned.  I was suppose to get a credit. In July I received another outragous bill. this time they said I used 7000 gallons of water. Remember this is a vacant house, no one lives there.  My electric bill was now $131.00 from a single 60 watt bulb.  Long story short, August 20 I rented my house to a nice young man. My new bill was over $300.00 after paying the $131.00 bill. They tell me now that there meter was working correctly, and the water pipe under the ground must have a leak. I asked to speak to a supervisor, however one was not available.  To top things off I received a  sewer bill for $81.00 for 10 weeks at a vacant house.
