Matei Gavriluta of LinkBuildingoffice.com promised services for top tier publications and writing. He required payment up front through PayPal to get started. Turn around work time was promised in less than a month. After several months passed and I kept getting excuses why the work had not been completed. Needless to say it never was! I have now had a signifigant amount of money ripped off from me without anything to show my clients. It has crippled us severely!

I  hope anyone who has received a flyer from this company in their email or have seen their services posted in forums is wary and does not make the same mistake I did. LinkBuildingoffice.com IS A SCAM. Let me repeat they are not who they say they are. Matei Gavriluta works out of Romania. He is not to be trusted! Period.

Object : Claim against buyer Abuse

 

 Dear Sir or Madam,

 

I have been retained by Matei GAVRILUTA, who is the owner of Public Relations (PR) and the following relevant Paypal account id: contact@linkbuildingoffice.com

Mr GAVRILUTA has retained me because his client (PR in digital marketing) has placed a payment reversal transaction account against Unique Transaction ID # 89H74262J9684633S.

He informed me that he contacted you several time during December 2014 with hope of discussing the reason for the chargeback that was done against his account.

Indeed, the [charge back was opened on 12/1/2014 – which was official refunded to the buyer on 4th Decmber 2014 complete, give a cronology of the dispute] he was chargeback by PayPal for [$8,370.00]

However, the Terms and Conditions from Paypal’s Conditions states that :

“When a customer files a chargeback with their credit card issuer, it means that they’re disputing a charge and asking the card issuer for a refund.

A customer might file a chargeback because they: [is it exclusive]

-       Didn’t receive their item.

-       Received a damaged or defective item.

-       Don’t recognize a credit card charge.

-       Were charged more than once for something.

-       Didn’t authorize a payment. 

 

 

As a Public Relations (PR) agency those conditions cannot be opposed to my client for mainly two reasons:

-       As a publisher, my client does not have any obligation of result but only means;

-       As a publisher, the selling is not about items or goods that may damage or defect while being shipped but on line services

-       Some of the Journalists who worked for this campaign: Dawn Roberts, Rob Janis, Ginger Liu. 

Moreover, the buyer who is also a PR is excessively disputing as he was informed on this specificity. He indeed reads carefully and agreed on the general terms and conditions of my client that everyone can read following this weblink:

It is clearly mentions that as journalists, my client does not guarantee the publishing.

In addition, the PayPal’s buyer abuse tutorial states :

PayPal takes action against buyers with a history of abusing our policies. This includes buyers who may be filing dishonest or excessive disputes, claims, chargebacks, or bank transfer returns.

We offer buyers purchase protection for the following:

-       Unauthorized account access and use

-       Items not received from the seller

-       Items significantly not as described »

It seems that the buyer is in breach of both the PayPal and my client terms and conditions bearing in mind that buyer has waited 60 days since the payment.

Also, it appears that Paypal can check the IP from where the payment was done. Services were delivered as promised and the buyer has never proven the contrary. Consequently, my client never breached his agreement with the buyer.

To conclude, my client’s business is damaged by the actions of Paypal freezing his professional account. Indeed, Paypal limited two of his accounts and now the clients of the PR agency send the money on this account but without being able to deliver this work.

Regarding this attitude, my client lost, since the first blocking [4500] Euros, the equivalence of a decrease of the revenue of [20%] percent. 

The most damaging for my client is that because his account are frozen, he cannot work anymore and his client are brining action against him. My client cannot start any work as long as he cannot access to his account. He cannot even give the money back to his client.

If any soft solution or commercial effort can be made by Paypal, I receive the order from my client to go to Court.

 However, I do think there is a misunderstanding, and Paypal will agree on the fact that the buyer is abusing making false accusation and considering that the PR agency is making  $1000 in few days and he is a Paypal’s client for more than 8 years.

 It would be a shame that my client has bad cash flow and lose his business because of such a misunderstanding.

Indeed regarding the e mail joined (((Redacted))), the buyer agree to continue with the backup plan and have a professional cooperation admitting the closing of the dispute. He on the contrary, continue to bring excessive dispute on paypal in order to get free services from my client.
