Myself and seven others were ripped off by Maple City Wholesalers on ebay. We all sent him our payment for various items and we never heard from him again. The owner's name is James Gambrel, aka "karaoke46350" on ebay. His main sales items are "12 V Jump Starters with an Air Compressor" but he also sells cheap gift items.
A complaint was filed with ebay, but they are of NO help. Ebay has no way to enforce sellers to ship items sold through their auctions. Ebay should require sellers to deposit a dollar amount (an amount based on volume and the price of what is sold) in escrow to protect buyers. Ebay's lack of quality control and fraudulent sales will eventually lead to their demise.
I have been a member of ebay for over five years. I have come to the conclusion that it is not worth the grief of wondering weather I was going to receive what I paid for, in the condition a stranger describes. This will be my last transaction on ebay.

Paypal is not 100% safe

Paypal is owned by EBAY and can do what they please. I had an item damaged in transit (poor packaging by seller) and paypal would do nothing to refund my money. They don't care. Once a transaction has taken place unless you're able to legally move mountains they aren't going to bother with you.
To the OP. Ebay is TOTALLY 'caveat emptor' BUYER BEWARE! Has been since day one and is not likely to change. And they do offer escrow if you choose (though the seller or buyer pays for it not Ebay)
That is why when buying from total strangers you should stick with only positive feedback sellers (of a considerable amount) and be sure to make sure if they have negatives what the comments are for.
You bid on a seller with minimal feedback - again it's a BUYER BEWARE market. MOST of the responsibility lies with you.

This is why ytou use PayPal

Using Paypal protects you if the person doesn't show proof the item was sent. it's much better than using checks or money orders and relying on eBay who can do nothing. EBay offers protection up to a certain amount. I use PayPal.
