It has been a while however this experience has stuck in my head as it was a very lousy one. I was driving home from work one night. I was on the freeway and driving about 65 in the left lane. I came up on a car that was going only 40 miles per hour on the freeway and in the passing lane. I got very startled and high beamed them. I then realized it was a state trooper. I thought maybe they were about to turn left to possible do a U turn but that was not the case. He then pulled me over.
Officer Michael Clement came to my windows and asked if I high beamed him to move over. I then explained that a was very startled as I was coming up on him very fast and very shocked to see someone driving so slow on the freeway especially in the left lane. He then told me that he was driving slow because it was slippery from the rain. However it had stopped raining well over an hour ago and it was not slippery. I was very baffled a state trooper would be driving like he was as it was quite dangerous. He then asked me how my driving record was (why I don't know as I hadn't done anything). I told him it was good. All of a sudden he began to start screaming at me telling me he was going to give me a ticket if I kept being "wise". I was very confused at that time as I had said nothing wise at all. He then told me I was driving too fast and following too close which was false as I was driving the speed limit and did not get too close to any other vehicle. He spoke down to me while shouting at me. Told me not to ask questions when I asked him what I had said as though I was a child. I was very offended and got a pen and paper to write his name and badge number down when he came back.
I found this very inappropriate. He took a long time which I know from knowing police officers (not all very good and some good) that that is something they do on purpose to be rude to someone. He then came back and told me that my license was suspended and threatened to arrest me which was absurd. Yes the law states you can be arrested for driving with a suspended license but is not appropriate under the circumstances of which my license was suspended. Turned out I had simply forgot to pay a $100 fine. He told me he wouldn't arrest me but was going to toe my vehicle and write a ticket. I explained I did not feel I deserved that and he then continued to speak down to me over and over as though I was no one who deserved to be respected. He was very arrogant and ignorant. I continued to argue with him to the point where I got very upset.
I was over fifty miles from home and had no one to pick me up as well as the fact that the ticket and toe would have cost several hundred dollars. I explained I could pay the fine over the phone or at any computer. He eventually let me know he had internet on his computer in the car. I then paid it on his computer however the toe truck had already came and I had to pay $100 for them coming out which I felt was very unjust. Also while paying the ticket on his computer which took three minutes he acted as though he was going way out of his way for me. Can't say I see how taking three minutes to allow me to do this was going out of his way.
I had not done anything wrong in this situation other then forget to pay a fine. He had done several things wrong. I can only imagine how this person has treated others. I hope professional or personal associates of Michael Clement read this and know what a lousy human being this person is. Unprofessional, indecent, very disrespectful. Only could a government worker get away with this.

I read some other reports on here and found that most people did not write properly. Maybe it is because they are too emotional but I hope people will atleast try to write down their thoughts properly with proper english and appropreate wording.

This is an excellent report and more people should write reports like this. You harp on the one MINOR thing this man did wrong and ignore all the officer did wrong. You do not drive 40 miles an hour on the freeway. That is very dangerous. As with what happened here cars will come up on other cars going very fast and are not expecting them to be going so slow. This has caused accidents which is why it is illegal to drive under 45 on the freeway. People need to use common sense and judge all the facts.
Further more this officer threatened to give this man a ticket for speeding and following too close which according to tony was false and by what I have read and the fact that he was so upset as to write a review like this which few do tells me its true. Further more the evidence shows that he could not have been speeding as the officer was driving only 40 miles per hours. After he saw the cop did he go around him going 80? Think! The officers radar could not have been pointing to the rear of the car so he couldn't have accused him of going too fast while coming up on him.

How stupid can you be Tony? You simply forgot to pay a $100 ticket? In actuality, you said screw it and got caught. Hopefully next time the police lock you up and out you where you belong, in jail!

I wish more people would file such reports. Clearly you did not deserve such treatment. Also a very silly rebuttal written by the previous person. The report stated he did not realize the person was a state trooper and it is very dangerous to drive that slow as well as illegal. The minimum on the freeway is 45.
It is then absurd to threaten to give a ticket to someone who did nothing at all wrong. Yes he forgot to pay a fine and his license was suspended but that is not a big deal and he was no threat to anyone. I think it is very said that not only police agencies but all government service says screw you to tax paying citizens. I have had bad experiences with just about all government agencies. I am a former NYS trooper and I know the difference between a good and bad police officer and I know what is means to be a public servant. Any decent police officer who is a decent person would have pulled him over to see why they high beamed them (although would not be driving 40 miles an hour in the left lane or any lane). You don't know if the person was signaling for help or for whatever reason. Once they found out there was no issue to be dealt with they would have ran their license and maybe made a report (some agencies require you to always file one and some don't). When they realized the person had a suspended license they then make a judgement. What is it for? Is this person a threat to himself and/or the community.
For forgetting to pay a fine clearly not so they would have then just let them know to pay it and that would have been the end of it. To make an arrest in this situation is ridiculous. First off the person does not deserve that. Also an officers time is of much better us. Sadly many people have been hurt and killed due to police officers not using their time wisely (some agencies make arrest for failing to appear at jury duty). You never know when you will take a drunk driver off the road or look in a window and see a father beating their child or need to respond quickly to whatever situation. For forgetting to pay a ticket towing ones car would be very harsh to that person as they are not a threat to be driving their vehicle. Writing a ticket in some cases may be appropriate. Have they been warned already? Have they completely neglected their responsibility? Do they seem like a decent person who is responsible? In this case that was not appropriate to even write a ticket and like the person said it takes only a few minutes to pay a bill online. There is the aspect of liability for the officer who lets the person drive their car with a suspended license however is it not legitimate if the person is a safe driver and physically competent to to drive.
The officers demeanor as explained was also very inappropriate and lacking of proper people skills. Unfortunately there is a lot of indecency in the world and all we can do is handle it appropriately. It is important to file complaints when necessary. They are reviewed and looked at very seriously. As most people do not file complaints you have to assume that for each complaint such as this one the person has committed many other poor acts. Someone from internal affairs once told me that they count one complaint for about 30 as about 1 out of 30 people will file a complaint when they are wronged. That is my advice to the tax payers. My advice to fellow police officers is to understand right from wrong and what is decent. You often hear go by the book but that is not feasible as every situation has its circumstances. Right is right and wrong is wrong and there is no in between. Again I am a former NYS state trooper. I hope this is helpful.

Thanks for the great laugh because no one could be this stupid for this story to be true. But on the off chance it is true, let's look at the highlights. You basically "ran up" on a State Trooper using your high beams to get them to move over. You then argue with the State Trooper because YOU think he was going too slow.
They then run your license and find out you have a suspended license and you then get more upset at him. But through all of this he lets you use his computer to pay the fine? Yea he must have been a horrible person, I guess he should have just arrested YOUR arrogant a** as that would have made you feel better..right?
