It has been a while however this experience has stuck in my head as it was a very lousy one. I was driving home from work one night. I was on the freeway and driving about 65 in the left lane. I came up on a car that was going only 40 miles per hour on the freeway and in the passing lane. I got very startled and high beamed them. I then realized it was a state trooper. I thought maybe they were about to turn left to possible do a U turn but that was not the case. He then pulled me over.

Officer Michael Clement came to my windows and asked if I high beamed him to move over. I then explained that a was very startled as I was coming up on him very fast and very shocked to see someone driving so slow on the freeway especially in the left lane. He then told me that he was driving slow because it was slippery from the rain. However it had stopped raining well over an hour ago and it was not slippery. I was very baffled a state trooper would be driving like he was as it was quite dangerous. He then asked me how my driving record was (why I don't know as I hadn't done anything). I told him it was good. All of a sudden he began to start screaming at me telling me he was going to give me a ticket if I kept being "wise". I was very confused at that time as I had said nothing wise at all. He then told me I was driving too fast and following too close which was false as I was driving the speed limit and did not get too close to any other vehicle. He spoke down to me while shouting at me. Told me not to ask questions when I asked him what I had said as though I was a child. I was very offended and got a pen and paper to write his name and badge number down when he came back.

I found this very inappropriate. He took a long time which I know from knowing police officers (not all very good and some good) that that is something they do on purpose to be rude to someone. He then came back and told me that my license was suspended and threatened to arrest me which was absurd. Yes the law states you can be arrested for driving with a suspended license but is not appropriate under the circumstances of which my license was suspended. Turned out I had simply forgot to pay a $100 fine. He told me he wouldn't arrest me but was going to toe my vehicle and write a ticket. I explained I did not feel I deserved that and he then continued to speak down to me over and over as though I was no one who deserved to be respected. He was very arrogant and ignorant. I continued to argue with him to the point where I got very upset.

I was over fifty miles from home and had no one to pick me up as well as the fact that the ticket and toe would have cost several hundred dollars. I explained I could pay the fine over the phone or at any computer. He eventually let me know he had internet on his computer in the car. I then paid it on his computer however the toe truck had already came and I had to pay $100 for them coming out which I felt was very unjust. Also while paying the ticket on his computer which took three minutes he acted as though he was going way out of his way for me. Can't say I see how taking three minutes to allow me to do this was going out of his way.

I had not done anything wrong in this situation other then forget to pay a fine. He had done several things wrong. I can only imagine how this person has treated others. I hope professional or personal associates of Michael Clement read this and know what a lousy human being this person is. Unprofessional, indecent, very disrespectful. Only could a government worker get away with this.

I had a bad experience where I should have did the same thing but didn't know enough to. This is one of the great things about the internet as it holds people accountable. This report will be here for the rest of the mans life which I am sure he deserves.
 
To the people who wrote negative rebuttals to this report I think you should go get educated. This man did not right this report after he was treated with fairness and decency. Most people like myself that have bad experiences don't even write such reports let alone people who are treated properly. I respect that you have the right to your opining but write it in an intelligent way. This man should of been taking to jail you both wrote? Well tell me why should he have? How was he a threat to me or you? Why is it worth tax payers money to jail them and an officers important time and risking the fact that the officer may not be able to respond to something far more important. Should a person who pays taxes and has no criminal history not be respected?
 
Despite your very poor rebuttals I will not sit here and tell you that you are stupid because that would not be right. I hope you will read this and learn something as well as people who would have wrote in the same manner weather it was to this report and any other one. It Really bothers me that people are so ignorant to tell someone they are stupid for voices their opining and concern. This person also did so very well. Could only imagine if he hadn't. 

I read some other reports on here and found that most people did not write properly. Maybe it is because they are too emotional but I hope people will atleast try to write down their thoughts properly with proper english and appropreate wording.

I am not writing this review so much as in response to the report as I am to the two rebuttals where the people acted as though the person who wrote this report was out of line for writing it. I am offended that people tell others they are "stupid" for voices their opining. In this country everyone including you has the right to do so. A lot of people do not because of people like this telling them they do not have the right to voice their opining and putting them down for doing so. This man put together a well thought out and factual report which I believe is to be respected and personally do not see anything wrong with it and even if I did I would not tell them they are "stupid" for writing it.

 

You have the right to disagree but state your arguments properly. Unintelligent would be a better word to use then stupid and you can then state facts why you feel that way. This man put his thoughts together far better then the two people who wrote up a very unintelligent and poorly written rebuttal. I hope people will ignore such people as you and always understand that they have the right to express how they feel about a certain matter and I hope they understand that they should do it properly by understanding the facts involved as Tony here did. 

 

As far as my opining on the matter of the report I feel its obvious to side with Tony. The officer has no right to treat him in such a manner as to speak down to him. He is a public servant and he works for this man and us and should understand that. As far as being a citizen I do feel people should respect the law however mistakes are inevitable and when one is made that really doesn't hurt anyone in any way it is not of much concern. I of course am not threatened by someone because they forgot to pay a fine. Give them a warning or just tell them to pay it and use your time for effectively.

 

A drunk driver could be driving by as you are dealing with this person. I am far more concerned with you getting them off the road and protecting them and the community. On the other hand if the persons license was suspended because they were a dangerous and reckless driver then please yes take their car away and do not let them drive and give them a lecture and talk to them about taking a defensive driving class. Taking them to jail still is not necessary for the most part and an officers time should be used better. Much of life can be handled with simple common sense and decency. It is sad how many people can not do this.

This is an excellent report and more people should write reports like this. You harp on the one MINOR thing this man did wrong and ignore all the officer did wrong. You do not drive 40 miles an hour on the freeway. That is very dangerous. As with what happened here cars will come up on other cars going very fast and are not expecting them to be going so slow. This has caused accidents which is why it is illegal to drive under 45 on the freeway. People need to use common sense and judge all the facts.

Further more this officer threatened to give this man a ticket for speeding and following too close which according to tony was false and by what I have read and the fact that he was so upset as to write a review like this which few do tells me its true. Further more the evidence shows that he could not have been speeding as the officer was driving only 40 miles per hours. After he saw the cop did he go around him going 80? Think! The officers radar could not have been pointing to the rear of the car so he couldn't have accused him of going too fast while coming up on him. 

Further more state troopers are held to a higher standard and are expected to use proper people skills when talking to someone. Presenting yourself arrogantly and shouting at someone and speaking down to them as this man who wrote the review put it is not appropriate. Finally what you like to focus on is the part where this man did something minorly wrong. He forgot to pay a $100 fine and his license was suspended. The law is to be respected however you can be arrested for spitting on the street and shouting loudly in public. Should you be arrested for this in most cases? No. Should this man who forgot to pay a fine have been arrested? NO.
 
I ave known police officers. One a family member and they would have just gave him a warning and let him know he needed to pay it. Police officers can write warnings now a days which some people may not know. Now in a few months if this man was pulled over again and still did not pay it and the officer saw that he was warned then that means this man neglects his responsibilities and at that point a ticket is appropriate. Still certainly not an arrest. I would say no to the car being towed also. I think that would be a little harsh. 
 
I think people who write rebuttals should put more thought into the facts and not just write "oh you're a jerk". The facts here are the officer was driving dangerously, Spoke disrespectfully, threatened to make an unjust arrest in giving this man a ticket for speeding and following to close, threatened to make an arrest that was although justified according to the law but very extreme for the situation, almost tow the mans vehicle and write a ticket which was still extreme, not have the common sense to know it would have taken the man only a few minutes to pay the fine on his computer in the car, and cost the man $100 for the tow truck driving coming out.
 
This man forgot to pay a fine and I can only assume handled himself very properly as the officer clearly was not the nicest guy and wouldn't have offered him a break if he did not do so. Everyone has the right to their opining. Future employers of Michael Clement will certainly have the right to theirs. However I think if you disagree with this mans report you should write properly in response to it and states your factual and educated reasons as for why you feel that way. This man certainly was not stupid. To me it sounds like the officer clearly was. 
 
The former Officer that wrote a rebuttal below wrote that only about 1 out of 20 or 30 people files complaints. I believe and have been told it is a lot more then that when it comes to filing complaints against police officers. Many people are very ignorant and do not know to do so or are sheep and just believe the good old government and authority is always right. I think if you are educated you know better. This officer I am sure has not been good to many people and I think he deserves to pay for it.

  How stupid can you be Tony?  You simply forgot to pay a $100 ticket?  In actuality, you said screw it and got caught.  Hopefully next time the police lock you up and out you where you belong, in jail!

I wish more people would file such reports. Clearly you did not deserve such treatment. Also a very silly rebuttal written by the previous person. The report stated he did not realize the person was a state trooper and it is very dangerous to drive that slow as well as illegal. The minimum on the freeway is 45.

It is then absurd to threaten to give a ticket to someone who did nothing at all wrong. Yes he forgot to pay a fine and his license was suspended but that is not a big deal and he was no threat to anyone. I think it is very said that not only police agencies but all government service says screw you to tax paying citizens. I have had bad experiences with just about all government agencies. I am a former NYS trooper and I know the difference between a good and bad police officer and I know what is means to be a public servant. Any decent police officer who is a decent person would have pulled him over to see why they high beamed them (although would not be driving 40 miles an hour in the left lane or any lane). You don't know if the person was signaling for help or for whatever reason. Once they found out there was no issue to be dealt with they would have ran their license and maybe made a report (some agencies require you to always file one and some don't). When they realized the person had a suspended license they then make a judgement. What is it for? Is this person a threat to himself and/or the community.

For forgetting to pay a fine clearly not so they would have then just let them know to pay it and that would have been the end of it. To make an arrest in this situation is ridiculous. First off the person does not deserve that. Also an officers time is of much better us. Sadly many people have been hurt and killed due to police officers not using their time wisely (some agencies make arrest for failing to appear at jury duty). You never know when you will take a drunk driver off the road or look in a window and see a father beating their child or need to respond quickly to whatever situation. For forgetting to pay a ticket towing ones car would be very harsh to that person as they are not a threat to be driving their vehicle. Writing a ticket in some cases may be appropriate. Have they been warned already? Have they completely neglected their responsibility? Do they seem like a decent person who is responsible? In this case that was not appropriate to even write a ticket and like the person said it takes only a few minutes to pay a bill online. There is the aspect of liability for the officer who lets the person drive their car with a suspended license however is it not legitimate if the person is a safe driver and physically competent to to drive.

The officers demeanor as explained was also very inappropriate and lacking of proper people skills. Unfortunately there is a lot of indecency in the world and all we can do is handle it appropriately. It is important to file complaints when necessary. They are reviewed and looked at very seriously. As most people do not file complaints you have to assume that for each complaint such as this one the person has committed many other poor acts. Someone from internal affairs once told me that they count one complaint for about 30 as about 1 out of 30 people will file a complaint when they are wronged. That is my advice to the tax payers. My advice to fellow police officers is to understand right from wrong and what is decent. You often hear go by the book but that is not feasible as every situation has its circumstances. Right is right and wrong is wrong and there is no in between. Again I am a former NYS state trooper. I hope this is helpful.

Thanks for the great laugh because no one could be this stupid for this story to be true. But on the off chance it is true, let's look at the highlights. You basically "ran up" on a State Trooper using your high beams to get them to move over. You then argue with the State Trooper because YOU think he was going too slow.

They then run your license and find out you have a suspended license and you then get more upset at him. But through all of this he lets you use his computer to pay the fine?  Yea he must have been a horrible person, I guess he should have just arrested YOUR arrogant a** as that would have made you feel better..right?
