National Water And Power Billing fradulent billing practices and charges. Excessive unexplained increases. Irvine California

I have lived in my aparment complex for five years and have always had to pay water/sewage fee. I have no problem with this and it was never a problem until apt. management changed billing service to NW&P close to a year ago. From the start, the water bills were sudenly much higher and NW&P also charges a 'service' fee which they raise whenever they feel like it and with no warning.

I was never charged this 'service' fee from the previous billing company and I have never heard of such fees for other ulilities, electricity, phone etc. I have seen the bills increase by as much as 70% in once month. I contacted NW&P about why such a sudden huge increase and asked for copy of meter or proof of total water used and they refused. All they say is water usage increased but refuse to back if up. It is very odd that these sudden huge spikes in usage never happened before with the previous billing company over a four year period, but with NW&P they happened almost immediately and happen every few months or so now.

I also asked for justification for the service fee which was recently raised and they respond it is the cost of doing business. I asked why they are the only utility or billing service company that charges this fee and they hung up. The apartment complex and NW&P are both making extra profits from the water/sewer bill. They do charge water usage but pad the bill for maximum profibility, thus making profit for a service not rendered. Aptartment complexes like NW&P becasue it is a back door method of getting extra rent.

NW&P increases their take by adding bogus 'service' fee. Since they don't have to provide meter readings, they can pad bills as much as they want with no indemnity. I will not be renewing my lease here, despite the fact that I like my apartment, due to using NW&P as utility billing service. Sad state of affairs for sure.
