After repeated requests for payment I paid $750 USD to NCO which shows on my statement as NCO Dept (and a number. Payment was made in 2004 and I have the record for this payment.
Approximately 2 years later NCO calls again and sends letters of collection requiring payment of $750. The payment was applied but the account was never closed and the penalties and interest went back to $750.
I have been recording my conversations with NCO so that I can make sense of the gibberish they give me and the misleading phone numbers. Common tactic is to give me a number for Capital One (the account holder) collections department which won't allow you access to a person until you enter your account number that, once entered, the system determines where to route the call based upon the status. Since my account is in collections with NCO, thats where I am sent, back to NCO. NCO then gives me the same speech until I give up

When dealing with collection agencies, get any and all terms in writing and if you decide to pay them off, GET A WRITTEN STATEMENT FIRST from them confirming that they will accept the agreed-upon payment as payment in full before you give them one penny. It sounds like you didn't do this the first time around...so now they're back to take advantage of you all over again.
