I received an official looking letter that indicated I had winning numbers for a winning settlement amount of two million dollars.  It specified that I would have to send a check or money order for 12.99.  That's when I figured it was a scam.  There is a small typed enclosure in the envelope that clearly says "you haven't won yet", however all of the other literature leads you to believe you have won.  

I have recently entered the Publisher's Clearing House contest and followed through with all of the mailings.  This is suspicially similar.
