I received a letter stating that I won money but it also said that I had to send $12. 99 as a fee for delivery. I did in fact call the number and a man answered , he told me that no purchase was ness, and when asked if my entry would still count if I didn't send the money he said yes so I am going to send it back with no money to see what happens.

These crooks are very good at the verbiage they put in their correspondence. Read the letter carefully, word for word... You will notice that the verbiage is: you have an "opportunity", "if" you return the requested entry "and your number matches" the selected winning number, you "COULD" get the message "You have won 1.3mil dollars. Blah, blah, blah... This is absolutely intended for folks exactly like you, who may not realize those words are there, because the "fake check" and "bold lettering" of what you COULD see, are so prominent. Sorry if you ever felt you really won 1.3mil, this is simply a scam to get as many checks for 12.99 as possible, send it back (likely with or without the 12.99, and you'll never hear from these crooks again. Call them back and ask to see a published list of ACTUAL winners of their sweepstakes, NOT a list of people who had the OPPORTUNITY or COULD HAVE been winners.
