NRT technology Mohegan Sun Pocono Downs ATM did not dispense cash but withdrew from my bank account. Wilkes-Barre Pennsylvania

On August 8, 2016, I attempted to use an ATM at Mohegan Sun Pocono Downs.  The machine gave a message that the terminal was not authorized for this transaction.  I went to a different machine and got the same message.  I asked someone at the players club who suggested I try one not on the playing floor.  So, I did, and got a message that I exceeded my daily transaction limit.  Tried a cash advance then, since, I came all the way there and now had no money.  The card was declined for insufficient funds.  

I had sufficient funds prior to the numerous attempts at the machines, which, although I received no cash, the amounts were deducted from my balance, including the fees.  That's how, by the time I went for a cash advance, there weren't sufficient funds.  My bank is FNCB, and several people at the bar stated they had same issue.

I had to file a report at my bank to dispute this, and they are investigating.  In the meantime, I wasted a trip to Mohegan, had to go for days with no money, my money was gone.  FNCB contacted Mohegan Sun and was unable to get the same answer from different people so the dispute was filed.  I don't know the outcome yet, but it was a very frustrating and trying few days.  I can't be the only one, and I am wondering why FNCB customers only?
