I was shocked again when I received the bill of September from NW&P, what a rip-off, water, sewer and trash coming together, $97.02. That is impossible for us to consume that amount of water in one month, dumping that much garbage that needs to be disposed at $25.79. NW&P or the appartment management absolutely overcharged me for two monthes (in Auguest, NW&P charged me about $92). So, I request NW&P or the appartment management review the bill calculation method against me and provide me the detailed statement. Otherwise I only pay the amount that is deemed reasonable based on the similar families living this area.
Below is what I have investigated-
(1) I have inquired several families living close to my area consisting of 4 people or over 4 regarding their water, sewer, trash, no matter whether they live in an apartment, a single family home, or a townhouse, no family pays over $70 monthly for the water/sewer/trash bill.
(2) We also inquired the similar families (same square footage, same occupant number) who live in the same apartment complex as we do (the Grove Apartment). They just paid $60 to $66 for the same Water/Sewer/Trash bill for August.
(3) We only use water to cook, to flush toilet, to take shower. We dont water garden, lawn. We pay extra money when washing clothes, which is supposed to include water usage. In addition, my family members take shower averagely twice a week, and I do it at my work due to going to gym everyday. How come we could consume $42 of water a month? It is really ridiculous. Based on actual water bills we had paid in the past, no matter where I had lived, the amount should not exceed $60. I used to live in 2400 sq feets single house in Canada before, we just paid water usage below $20 monthly. I still have my previous bills to prove that.
(4) The Grove apartment management is main consumer for the water. They water lawn frequently all the time in August, fill the swimming pool, sometimes there is even water leakage. Therefore, the Grove apartment management should pay large portion of water usage. They should not simply allocate that much portion to residents. In August, there were two days during which most residents vacated for insect-killing. That means less occupants consume less water, the August bill should not be more than July's instead it should be less or equal to it. Somehow, the Grove apartment management seems to allocate more water usage to residents.
(5)After reviewing the reason for charging service fee $3, I believe that charge is apparently unfair and the reason is funny. The charge should be already included in the monthly bill. Look at any other companys' bills, AT&T, cable, electricity, cell phone, no one charge service fee just because of customer call and bill issuing/mailing. AT$T charges me around $30 monthly for phone and high speed internet, they never charge me any service fee.
(6) NW&P or the apartment management have responsibility to work together to install individual water meters for residents to guarantee the accuracy and reasonability of the utility (water) bill. Residents do not have responsibilities to pay unreasonable portion, and overcharged portion of water bill.
(7) NW&P or the apartment management does not tell us the total monthly water usage for whole apartment complex, does not explain how they charge each unit (residents), my feeling is they are trying to hide something in order for them to charge residents randomly whatever they want to cahrge.
(8) When I called the customer service, NW&P told me the water charge rate is for commercial rate. Ridiculous! They charge us, residents directly, how come they calculate the bill at commercial rate. We are residents, not running any business, just living there.
(9)In this area, some condo or townhous juse charge HOA fees $160 that already includes water/sewer/trash and home insurance. If NW&P's bill is over $70 for each family, how the HOA fees cover the property management fees?

When I post this complain, I received another bill for Oct, it is still over $70. NW&P is a so untrustworthy company.

I'm an ex-employee of NWP, and let me tell you from first hand experience working there, you are being used. The biggest problem with how much you are being charged monthly for utilities is its legal.

What if an apartment complex wants to pass on all utility costs to its rentors...including those of areas that would be deemed 'public' on the complex and generally paid by the apartment management?

NWP can help with that, so the apartment complex doesn't absorb any costs but you the individual renting do.

It takes a lot of time & brains to calculate meter usage which costs man hours for the apartment complex. What if a company would take all the bills, do all the billing based on 'estimated' usage...and charge a huge service fee to the individual renting?

NWP can help with that as well.

You have to understand that no business exists for any other reason than to make profit. NWP doesn't care that your bills are high. They don't care that you don't like the service fee (that's their cost of doing business). They don't care that you are billed based on 'estimated usage' rather than 'actual usage' resulting in higher bills for you. Guess why? Because everything they do is Legal. There are no laws saying that cannot do this.

Long story short...do they have the legal right to do this? Yes.

Is this type of business practice ethical? No.
