Oceanic Payment Centre/ Dpi Energy,LLC I got a letter saying we won $200,000 and they sent a check for $4955.00 Mississauga Ontario

I got a letter in the mail that said I had won a sweepstakes for $ 200,000 and they sent a check for $ 4955.00 I was told to deposit the check and send them $3250.00 to pay a non resident tax then they would send a overnight check for the balance. the check has DPI ENERGY,LLC name on it from the bank of Texas I called the Bank of Texas and the acc. # is not a good # so I tried to report it to the FBI but they said I had to call the USPS they are not there on the weekend. so I called the police station they said it's not a crime untill someone looses money. I took the phone # and found out it was from Oakville Ontario and called there police station, They said too call my local police station. so it seems they don't care about getting this guy. our laws suck!
