I am an international tourist traveller from Beijing, China. On Sept. 24, 2010, I booked 3 separate tours with the O'mei Travel at its office located in Manhattan Chinatown, for trips to Washington (Oct. 10-11), the Niagra Falls, and Boston respectively. As a stranger to the New York city unfaliar with the local traffic routes, to prevent anything going wrong, I went to the above-mentioned O'mei office again in the morning of Oct. 8, two days ahead of my first  washington trip, to confirm when and where I should go to take  the tour bus. A female staff in the office looked at my tour contract and told me that I just needed to come to the office building before 7:45 on the day and the tour bus would be waiting downstairs. But on the very day morning of the trip, when I arrived at the office building at apponted time, I saw no tour bus nor O'mei working staff downstairs. I went up to the office to make inquiry, the female staff A (sitting to the extreme left of the desk, facing the office door) told me the tour bus was around the corner of the street at the crossroad. I hurried downstairs and around the corner, I did see an O'mei tour bus waiting there, but the female working staff B, who appeared to the tour guide wearing the green-colored jacket uniform, stopped me from getting on the bus after looking at my bus boarding ticket, saying you had been tranferred to another Washington tour  organized by the E-World Travel & Tours Inc. (www. eworldtours.com) and you should walk some blocks down the street to take their tour bus in front of the HS Bank. I asked why did you do  this without giving me an advance notice and I told her I was a stranger to the New York city and did not know the way around and might miss the bus. The staff B just said your must be hurry or if you failed to catch the bus, you yourself should hold the responsibility. I got infuriated and said I'll make complains against their way of doing business. Staff B dismissed me with a wave of hand, saying you could go anywhere you like to make your complains. Fearful of missing the tour bus, I hurried to catch the bus in an ill mood.  While along the way, a girl who was leading two old people and apparently strangers coming from mainland China and had got the unfair treatment as me tried to comfort me by saying "try to hold back your ill temper, we're out for travelling and pleasure and don't let your tour ruined by getting angry with them." Arriving at the place where we were supposed to take the tour bus, we saw a lot of tourist groups standing in queus and the tour guides to whom we made inquery seemed not to know which bus we should take. Hurrying upstairs to the office of E-world Tours, the staff there also did not know where we should go. Coming out and only after making many inqueries before we finally found the buses we should take (we were on different tour buses).


While on bus I learned from the man sitting beside me (Liu Qian, an exchange scholar from China, (((REDACTED)))) and the young man with whom I stayed in the some hotel room (Li Mian, (((REDACTED)))) that they had booked their tour with the E-World Tours on the web and their payment for the trip is $75. But I had paid $95 to the O'mei Travel for the same trip. After coming back from the Washington tour, the more I thought about it, the more I felt unfairlly treated by the O'mei Travel. And worried that they would do the same thing to me on my following two tours, I went the following morning (Oct. 12) to the O'mei Travel office and what I had intended to say to them was that if they again would tranfer me to the tour groups organized by other tourist agencies, they should notify me beforehand, and that the two tours should be of equal expence. I met staff A again at the office and unexpectedly she shew very rude to me and it seemed that their agecy hadn't done anything wrong and it's all my own faults. And when I argued with her, she tauned me, while the staff B who sat beside her also said ugly words to me, which naturally made me infuriated and argued angrily with them. In the meantime, without notifying me staff A made some corrections with a ballpen on my bus boarding tickets, changing the printed tour bus starting time from 8:30 to 8:00 (apparently, they had already decided to tranfer me to tours organized by other travel agencies for all my three tours, and by changing the time, they intended me to come half an hour earlier so as to catch the tour bus some distance away, but why didn't they tell me this openly?) and , assuming I didn't undertand English and law, forged my signing on the Customer Signiture line (see attached photo copies). She was also using her cell phone to take my picture, deeming I was unaware of it. At this moment a girl staff coming out from the inside office room said to me you keep waiting there and the policeman would come in 10 minutes (apparently they had contacted the policeman in the inside office room). I told them I liked the policeman to come so that I could expose their illegal behavior. Waiting there for about 15 minutes, I saw no policeman coming so I thought they might be just threatening and fooling me, yet at the moment two policemen carrying guns did appear, one of them being of Chinese descent. They led me into the doorway and closed the office door behind, where I started to tell the unfairness that the O'mei Travel had done to me. Unexpectedly, the policeman of Chinese descent took an apparent biased attitude toward O'mei and repeatedly interrupted my explanation. Fortunately, the other policeman (A) took a just and fair attitude and raised his hand to stopped the Chinese policeman from interrupting my reasoning. Then they went into the office and questioned the staff B (she appears to be  the head staff). When the policemen came out they told me to leave, while the policeman A purposefully wrote on my bus boarding ticket "call--311", hinting that if I had complains to make I could dial that number. But the policeman of Chinese descent only kept threatening me saying if you came again he would arrest me. Why he had made such threat, it is O'mei Travel staff that had done things in violation of law, cheating the customer and forging my signature in the face of me, and I had only acted in exposing their wrongdoings in defending of a customer's right. I respect and expess my thanks here to the policeman A. If not for him, I couldn't imagine what my fate will be and in him I see the justice and fairmess of American police system.


As I expected I had been transferred to the tour groups organized by other travel agencies, one by the E-World and other by the Echolidays (www.echolidays.com), for my following two tours to the Niagra Falls and Boston, and the two tours are both at about $20 less than I paid to the O'mei Travel (Payment for the E-World organized Niagra Fall is $108, while I paid the O'mei $135). What the O'mei Travel have been doing is a kind of cheating and bulling the strangers, especially those coming from the mainland China, and they know these people tend to be on a tight schedul and timid, mostly understanding no English, and can not afford or unable to stand for their rights as customers and can do nothing but putting up with whatever unfairness the O'mei Travel would do to them and so become easy victims of their extortion.


Dear Sirs, since I came to America as a traveller,  I've been to many places in your country, such as hawaii, the Yellowstone Park, the Salt Lake city, the Cache Valley in Utah (where to visit one of my college classmates), in addition to the places in the east and  west parts of the US. I admire your beautiful land and I more appreciate the friendliess and kindness of your people, who are always ready to offer help to strangers, making them feel warmth and comfort at your country. But I would say what the O'mei Travel has done is infamously profit-driven and their behavour could only tarnish the reputation of the tourist industry.   yours sincerely
