OPD and BMV Nationwide

Here's the thing it deals with the local PD and the BMV. The tags that I have on my car are registered only to me via the BMV but I'm always getting pulled over by any local PD due to they are showing that my tags are mine and a wanted convicted felon that I have no idea who that person is. I've went down to the BMV to figure it out and they show only me. So I've been pulled over twice because of my tags and every time they either want to put me in the back of there car or the have two or three of the PD show up to my location. I wrote the attorney general and they called me and pretty much said if I go to court represent the BMV and wouldn't represent me. Pretty much I have to go again and buy new tags. I feel like due to the state of Ohio's mess up they should replace my tags. Please help me out with this because my next step is to sue the state for harassment. Can you help me out with this.
