Some of these comments are mine personally, and some are from other persons, that I know of, and have also dealt with PAMS. They bill for several types of items, local property taxes, sewer use bills, and other type of taxes. PAMS is a terrible company. They double bill, miss-bill and sit on payments for months. Every time I deal with these people, it leaves me with headache. This company NEEDS investigated for gross incompetence. I have complained to my local municipality about them on several occasions without any effect. They are like a bunch of racketeers hiding behind the legitimacy of a Government contractor. This company is the WORSE to deal with, and apparently NO one regulates them, nor has authority over them, and they know it. With their loan-shark-like collection tactics, and they act like God, do as they please, and charge outrageous fees, as they please. Their unfair collection practices, of intimidation, threatening and deceptive acts / methods, I am fairly sure fall under violations of the Fair Credit Act. They just tell your water company, that you owe them (for sewer charges), weather it's true, or not, and the water company, just blindly follows their requests, and SHUTS-OFF your water, with NO advance warning, NO notice, from PA-MS, nor your water co. IF a PA state office, does not have authority over them, Then hopefully can someone, PLEASE start ASAP a class-action Law suit, against them. I would be very glad to join in.

You failed to pay them on time, more than once and don't like the fees, charges and collection efforts...right?

See how much more accurate and simple that was?   Grow up and pay your bills IN FULL, EVERY time...problem solved.

BTW, WHY would you need additional notice that they were going to disconnect you?  Wasn't your non-payment and their collection efforts enough "notice?"

"PLEASE start ASAP a class-action Law suit, against them. I would be very glad to join in."

What would this "class-action lawsuit" allege was the wrongdoing by this company?  Trying to collect monies owed them is not a valid legal reason for a lawsuit.  You are just being childish and ignorant.  You CAN'T win this one.
