The scam is to offer parents with abducted children, usually international cases, that he will help them with all their expenses - lawyers, private investigators, flights and accommodation - everything will be paid for.

He keeps left behind parents on the line for several weeks with promises that the money is coming; but there will be constant delays due to the need to set a non-profit corporation up, or the books in the warehouse have been destroyed in a fire and he's waiting on the insurance money or he's got an important family emergency (usually someone is dying).

the left behind parent will never see any money or practical help and may even be duped into committing to expenses on the basis Peter Senese will reimburse them. When finally confronted he will simply disappear.

Pacifica TWST is run out of a mail box address in Malibu CA and does not exist. In addition, Peter Senese is asking for donations to fund his work helping the victims of international child abduction - the money will never be seen by any of the victims as it goes to fund Peter Senese's own lifestyle.
