No they did some test and wrote up permits
However the permits were incorrect and all the tests need to be done
The septic companies who gave them the quote for the new tanks sent them to the company who was supposed to send them to me but failed to hence where they say "it was not our company policy"
They never told me in the beginning I would need a new tank that cost the $13,000
wow

And when I gave this all to them in writing they went on the "we are a customer service company" rant
They expected me to know that "revamp your system" meant new leach field and a new septic tank when I had told them I know nothing about the stuff
And then sent me an email that told me I was good to list the house is a six bedroom and never mentioned any other work needing to be done
So I am sorry that I am the incompetent idiot that did not realize that being told I was good to list my house is a six bedroom meant there was still an outstanding $13,000 in work
As I said story of my life the last 18 months

So many times in the past 18 months life has felt one step forward four steps back. A couple days ago was another step backwards. You see in December I reached out to a firm about helping me get my house to be legally six bedrooms instead of four. I followed the instructions given to me and yet on Wednesday I was surprised to learn that unless I spent another $13,000 my house legally would not change status. I had paid this company close to $4000 already and in December I was told "you are good to list this house is a six bedroom" When I check into the Muni (Anchorage is A municipality not a county ) property record they tell me they turned in the paperwork to flip me from a four to a six bedroom. This week I learned they forgot to send me all the additional paperwork and quotes and when I sent them the written proof to this they turned around and blame to me telling me "you should have known better and no one to ask more questions it doesn't matter that you've never dealt with this and told us that your recent widow this is all your fault. " Using contacts I have I learned that yes I did need to do the traditional work however I was charged twice what I should have been for the original work and none of what they did was up to par. Now that I have had all the permits change to the new contractors names I want everyone in Alaska most specifically Anchorage to know to stay the hell away from Pannone Engineering. In a screenshot I will show you all the blaming email I got. And please if you feel like leaving a hate phone call please reach out to them and let them know the assholes that they are.

Yesterday you indicated you did not unserstand what the scope or cost was going to be. I must ask, why didn't you ask and find out? PES has a reputation for customer service. My staff is highly trained to answer any and all of your questions. We pride ourselves in taking the time to make sure all your questions are answered and you fully understand the scope. However, if the question is not asked, we cannot provide an answer. Surely you must have had some indication that this was going to cost some amount of money. Yet you did not ask for carification or for anticipated construction costs. A-plus sent us a quote after the permit was issued and in preparation for the question being asked of cost. Why it wasn't sent to you is contrary to our policy, but the work has not started yet and you can contact other certified installed and obtain prices for the installation.

Last year, a friend of mine lost her husband to cancer at 32. She moved from Alaska to take a new job in Nevada afterwards, and in December hired a local engineering firm to help her legally change her home from 4 Bedrooms to 6 Bedrooms. She explained the situation to them, and that she knew very little about what was required. The firm was expected to do the work required to change the municipal records on the home to allow her to legally list it as 6 Bedrooms.
She followed their instructions, and this past Wednesday she was surprised to learn that she would have to spend $13,000 or her house could not legally change status. This is because she needs a new septic tank. However they never informed her of this originally, and never forwarded her the quote from the company that checked out the septic system. When they emailed her saying she was good to go to list the home at 6 Bedrooms, they told her she'd need to "revamp the system" without further details. This was a lie, as the home was not changed to 6 Bedrooms in the municipal records.

She was charged $4,000 for their services, and also found out that most of the paperwork they submitted was not submitted properly, and is now having to start from scratch. She emailed the owner of the company, providing records of previous contact and showing that she had been told by the owner that she was good to go when she wasn't. The owner emailed her back and told her it was her fault for not asking the right questions.

Here is part of the email he sent her:

So apparently this guy likes to pass the buck, and has no problem blaming a person who hired his company to do a job when they didn't properly inform the client. This is unacceptable and I think people need to be aware of this.

Company name is Pannone Engineering Services, LLC (PES) located in Anchorage.

TL;DR
Young widow hires Engineering Firm for help, Engineering Firm bungles everything and blames client for not asking the right questions.
