Parish Heat is a newcomer in an ongoing extortion scheme to use public records, mug shots from booking at East Baton Rouge Parish Prison, to slander peoples names on the internet and charge them a fee to have their mug shot removed from their public database.
Even if you have not been convicted, or the charges are dropped, these companies continue to demand that you pay them a fee to remove your mugshot from the internet. The scum bags target individuals who have no criminal record and for any number of reasons were arrested and booked into Parish Prison.
They are not newcomers to this slimy game. Websites like mugshots.com, bustedmugshots.com, justmugshots.com and arrests.org have been around for years and have been the target of Attorney Generals in several states as well as lawsuits. Numerous states have passed legislation against these slimy companies, and the Louisiana Legislature is set to address the issue at the upcoming legislative session.
These degenerates should be put out of business immediatelty, and any business that sells their information or publications should be subject to a boycot. These companies are the lowest of the low and they prey on peoples reputation to make a buck- they are obviously not concerned about theirs

Baker Chief of Police Mike Knaps has went on the record publicly supporting Parish Heat (WBRZ), and it was reported in the Baton Rouge Business Report that Tony Modica has met with EBR District Attorney Hillar Moore and EBR Sheriff Sid Geautreaux claiming they are both in support of Parish Heat.
Not only should these officials who were elected to enforce and uphold the law denounce Tony Modica's extortion scheme, they should arrest and prosecute Modica for violating Louisiana Law (LA:RS: 14:47). Modica himself should be taken down to the parish prison and booked himself. I wonder if he would publish his own mug shot in his publication?
What is beyond comprehension is that these officers of the law and a prosecutor would not only refuse to enforce the law, but they openly condone someone violating the law.

See Louisiana Criminal Statute posted below, Modica should be arrested and prosecuted for his crimes
§47. Defamation
Defamation is the malicious publication or expression in any manner, to anyone other than the party defamed, of anything which tends:
(1) To expose any person to hatred, contempt, or ridicule, or to deprive him of the benefit of public confidence or social intercourse; or
(2) To expose the memory of one deceased to hatred, contempt, or ridicule; or
(3) To injure any person, corporation, or association of persons in his or their business or occupation.
Whoever commits the crime of defamation shall be fined not more than five hundred dollars, or imprisoned for not more than six months, or both.

"Tony" is a coward. He is all richeous about what he is doing, yet he wont even give his last name or even his real first name. The only "service" he is interested in providing is to extort people out of money.
Obviously, the memo has not reached public officials yet that when they condone this practice they are essentially condoning organized crime.
I dont know who "Tony" is exactly, but the business filings with the Louisiana Secretary of State list GA Modica, Jr. and Wendy Modica as the company's owner.
