Paul J. Garcia First Response Install 1gutter repositon 2nd gutter Bay View Wisconsin

On 5/19/ First Response insatlled 1 gutter and re-positioned the other side. Night of 5/19, gutters leaked everywhere. The endcaps leaked, the back of the gutter and over the sides. Water goes into my basement and flows onto my neighbors property. Water does not flow into the downspots at all. Gutters are not attached to fascia board. Scress sticking out under the gutter. Called him on 5/20. He restricted his phone and I couldn't get trhough. Tried to reach him through the Thumbtack site. No response. Finally contacted on his personal cell phone. Took him days to come out. Said he would install new fascia board. Never showed up. Used excuses lke truck was hit, brother's daughter in the hospital.Contacted Thumbtack for support. Paul agreed to refund my money bu 6/08/2018. As of 6/20 no money. Says he mailed to wrong address and must cancel check. Address he claims to have used does not exist therefore envelope would ha ve been retunred by the Post Office. I have tarps around my house to route water away. neighbors are questioning why water is coming into their yards. Basement has water if i don't use tarps. Big mess. New installer wants even more money so I need my money back from Paul.
