In July of 2017, after a heavy rain, my detached garage flooded.  I called my home warranty company, at that time, and they referred Payne Roofing to me.  On July 27, 2017, Jeff Neil from Payne Roofing came by to look at the problem.  I showed him the inside of the garage and pointed out to him where the water was entering the garage, which was the bottom of the east wall and south wall.  Jeff Neil said he needs to go on the roof and then will let me know what he finds.  After coming down from the roof, he told me that the west side of the roof was okay, but the east side had an opening where the rain could come in, run down the wall, and onto the floor.

I relied on Payne being a licensed contrtactor and Jeff Neil indicating that he has been in the roofing business for a long time.  Payne replaced the shingles in September of 2017 and I assumed that the problem had been fixed.  We did not have another heavy rain until January 9, 2018.  The following morning when I went out to the garage, it was flooded again just as in the past.  That indicated to me that either the 'opening' was not fixed or there was no opening and the flooding of the garage had nothing to do with the roof. 

On January 10, 2018 I sent a fax to Jeff Neil at the fax number that appears on his business card explaing the problem and requesting an immediate response.  As I had not received a reply, I also sent a text message to his cell phone which also appears on his business card in addition to voice mail being left for him.  Still, no response.  On January 14, 2018 I sent a fax to the owners, Steven Taylor Payne and Linda Lee Payne at the fax number listed on their invoice.  That fax brought them up to date on my concerns and I again requested an immediate response.  As no response was received, I filed a complaint with the Registrar of Contractors. 

One February 27, 2018 I received an email from Evelyn Zeidler, Office Manager at Payne Roofing.  That email stated that Jeff Neil was no longer with their company, that the number my text message was sent to probably belonged to Jeff Neil, that they recently moved their offices and all their mail is being forwarded to their new address and that they no longer have a fax line.  Although their fax number was still listed on the email that they just sent to me! 

On February 27, 2018 I responded to their email letting them know that Conor Smith of their office called me that day and stopped by to see me.  I showed him the same issues that I pointed out to their representative Jeff Neil.  That included where the water was coming in and that I was told there was an opening on the east side of the roof that was causing the leak.  Conor looked at the roof and did not see any issues of concern. 

I told him that means Jeff Neil lied to me when he said replacing the shingles would stop the flooding.  He obviously told me that so he could get the job.  I told Conor that the monies paid to Payne could have been used to repair whatever the real problem was that caused the flooding in the garage. 

I asked him why Jeff Neil was no longer with them.  He told me that he could not discuss it, only to say that he is no longer with them.  That sounds to me like my issues with him were shared by others. 

In summary, the Registrar of Contractors is not able to assist me at this point since all they can do is check to make sure that the shingles were installed correctly.  My next step will be to prepare a complaint to the Consumer Fraud Division of the Arizona Attorney General's Office. 

The bottom line is that I paid out monies to replace a roof that was not leaking and did not need to be replaced at the time.  The garage still floods after a heavy rain and a foundation company that I had contacted a couple of weeks ago told me that the water was entering from the foundation because it is not higher than ground level. 

It appears to me that this company does not care if their employees lie to get a job.  That is not the type of company that I would want to do business with.
