Paypal wants you to ship before paying you, Internet

I have been a registered user on ebay and paypal since 1998. I have two accounts one for personel and one for business. Well I decided to stop listing and selling my Sterling Silver Items one by one and make one big lot for either Use or Scrap. Well it sold the buyer pays. I get ready to print shipping label and I see a email from Paypal. It says we have decided that we are going to hold your money for 21 days. You must process this order and at the end of 21 days we will pay you unless you can prove the item was shipped and recieved by the actual buyer and he leaves positive feedback then it will be three days after submitting proof. Still looking at 10-15 days. The customer service said we do that to everbody at some point because we have such a high rate of fraud. Then they said if I did not ship Item and gave a refund I would never be able to do business with them again. So I canceled and pulled all banking info and refuse to use Paypal and Ebay since they own paypal ever again. I have sent copies of all the emails to my customers explaining why I will no longer be doing ebay listings. I also filed a complaint with NY Atty Gen's office about paypal's practice of trying to force someone to complete a transaction with out being paid. If you do business with or are considering using ebay and paypal do your self a Favor DON'T. SO not only did I lose out on a nice sale the buyer lost out on 2+ pounds of Sterling Silver that he got for 76.03 lower than the spot price as of thurs that has gone up since then. So tomorrow I am off the the local shop and have to take 60% of the value. Thanks for nothing Paypal and Ebay.
