paypermails.com I'VE BEEN UPGRADED WITHOUT MY CONSENT WHEN ALL I DID WAS BUY 15 REFERRALS!! Internet, Internet

My complaint has to do with paypermails.com I know i've probably been one of the never-ending line of naive people who keep falling for it.In any case,i'd decided to buy 15 referrals from that site for $20,which is not little (in my country ,Argentina,that sum of money is around 4 times more!!)

Firstly,my referrals never appeared.I wrote mail after mail,getting angrier and angrier,until one day,i got an answer.I must say it did look very FISHY from the way it  was written (as if they had no command of the English Language,not that that is a crime in itself,you don't have to master it,but it looked conspicuous.The said mail said the following:

Dear member,
 
We have receive your payment for upgrade.your account will be upgrade in 3-7 work days.
we will notice your again when we upgrade your account.

As i'd never asked for an UPGRADE,you can imagine my reaction.Then it was quiet for a while but i kept missing my referrals, until today,when i received this mail:

I am admin of paypermails.com, I am in charge of account upgrade.
 
I have to upgrade your account.now you are Gold member.
 
if your have any questions about gold account,Please contact me again.

THE ADDRESS HAD CHANGED and i haven't asked to be UPGRADED!!!!"I HAVE TO UPGRADE YOUR ACCOUNT"!!!! WHAT DOES THAT MEAN??????????? I told  Mr Webb he'll never get a penny more from me than what i'd ordered for!! AND I WON'T PAY!!

Please,would you give me some advice as to how to continue this process? I live in Argentina and currency rate exchange is rather high!! I'm  definitely NOT paying what they want.

What are the risks?Is there any way i could spread this all over the net? Should i look for some local legal advice as well?
