In October, I received a yellow postcard in the mail from the National Eagle Scout Association for The Four Percent directory. One postcard for each of my Eagle Scout sons. The post card is signed by Ryan Larson, CRFE, NESA Assocate Director.
In a moment of bad judgement, on Oct. 22, I ordered the "package" of the directory in hard copy and the CD from Publishing Concepts, which stated it was compiling the directory. I was led to believe the directories would be available for Christmas 2014 to give to my sons.
The debit for about $180 hit my account immediately!
Upon Googling the product (which I should have done before the call!), I saw the directory will not be available until October 2015!
I felt mislead, and was no longer comfortable with the order I had placed. I called and cancelled the order on Oct. 23 and received a confirmation number.
Today is Nov. 4, two weeks later, and the refund has not yet been processed back to my credit card!
I have called PCI several times and get an answering machine. The company returned my call once, when I was not able to get to the phone, but left no information about my refund, despite my lengthy VM message about why was calling.
Today, I called the Eagle Scout group about 5 times. Kept getting transferred to VM, incorrect departments, etc. I even told them I was about to write a Ripoff Report!
A man from Publishing Concepts called me back this afternoon and told me that my credit card company had received authorization to refund the charge last Thursday, Oct. 30. He assured me it would show up as a credit shortly in my account. After I hung up from him, I called my bank with the supposed Authorization Number PCI told me. My bank has no record of PCI's authorization. Chase Bank will check into it with PCI and the Eagle Scouts. I have filed a formal complaint.
I would highly recommend that you avoid dealing with this NESA organization. I do not have confidence in the quality of their product, based on the poor handling of the refund and the misrepresentation of their product.

I spoke with Vicki Sue in customer service. They have responded, and I am satisfied with the response. Here is Vicki Sue's response in part:
As discussed I have attached the Confirmation Email for both your sons along with their order numbers. Both Eagle Scouts will receive the book and CD Rom as a gift on behalf of The National Eagle Scout Association. You will also see that I have attached two files so that you can print out two color gift certificates for you to give to each son at your leisure.
Let me reiterate, this was an isolated incident and I can assure you that in the 94 years we have been in business, our integrity and moral values have not wavered.
