perfect tortilla Second set "free" not sold in stores Wallingford, Connecticut

Saw an ad on tv about the perfect tortilla pans,  said not sold in any stores,  buy the first set of two and get a second set free.  Cost for the pans was to be $10 plus $7.95 shipping and handling\okay

I get on the internet site described on the tv ad - said the same thing \ the order form with credit card info is before the bottom of the page.  I filled it out and clicked on "order"  the next page comes up saying "order accepted"  but the bill they charged to my credit card was $25.90   A second shipping charge was added for the "free" set but was not mentioned until the very bottom of the first page in very fine print of another $7.95    When the order arrived they where in a box marked "made in china" set of four so there never was a second "shipping" or "handling" involved.   What a ripoff.   I would never had paid $25.90 for four pans and a cheap plastic onion chopper.   A week later I went to the local Walmart store and there they where - "the perfect tortilla pans"  four for $10 w/o the cheap onion chopper.    I looked back on the internet site and it says "30 day money-back" guarantee but not for shipping and handling/  it's a total tv/internet scam.
