Pet Tracker/QualComm Snaptracs, Inc Won't stop recurring billing! San Diego, California

I purchased the "Pet Tracker" for my girl friend for obvious reasons. Shortly thereafter, her dog lost her eyesight, and now rarely wanders off, so she never saw the need to activate the system. 

I forgot I had purchased with my credit card and that it required recurring billing until today: five months later. I don't care about the $40 I've already paid but when I called to have the billing stop, they make it extremely difficult and ask questions about the unit that I cannot answer! They also stipulate that once cancelled, your system cannot be activated again! What a bunch of BS!

I thought QualComm was a prestigious, ethical company. Evidently not. I intend to file complaints with the BBB and the FTC and to make my grievances as public as possible. If I have to cancel my credit card, I will, and then turn the whole thing over to my overpaid attorneys...
