Phelan Pinion Hills Community Services District Don Bartz, Alex Brandon, Al Morrissette,Cathy Pace, Mark Roberts, Dan Whalen Corrupt, Incompetent and Paranoid Phelan California

I am a resident of San Bernardino County. A friend of mine who is a Department of Housing and Urban Development (HUD) inspector, filed a complaint with Don Bartz who is the general manager of Phelan Pinion Hills Community Services District in regards to a property located at 13939 Johnson Road, Phelan, CA 92371.

This property which consists of a manufatured house certified and insured by Department of Housing and Urban Development has never been properly permitted by San Bernardino County and completely lacks plumbing, electrical and mechanical permits mandated by State and Federal laws. 

in 2012 the owner of this property, Michele Barlow hired unlicensed plumbers who repiped this house without the required permits. The water supply lines and drain lines of this house have since been leaking into the crawl space damaging the foundation of the property and the house is now sinking.

The leaking was so bad resulting in such high water usage that on June 25, 2014, the Phelan Pinion Hills Community Services District shut off the water to the property.

Recently HUD became aware of the multiple life and safety issues in the property and as the result the district was officially asked by HUD to shut off the water to the property until the owner obtained permits and made the required corrections.

A similar request was made to Southern California Edison which honored the request as allowed by State and Federal laws and is currently in the process of shutting off electricity to the property.

However in case of Phelan Pinion Hills Community Services District, incompetent Don Barz who does not know the first thing about State and Federal laws and statutes, instead of honoring the request, called the inspector yelling and screaming like a crazed madman stating that he was going to call the police and file fraud charges against the HUD inspector and then hung up the phone.

The HUD inspector called back Don Barz requesting that he provides his superior/s name/s and contact information. Don Barz claimed that he had no superiors and that he was the final authority in the district.

The matter was relayed through an email to the district's board mebers, Alex Brandon, Al Morrissette, Cathy Pace, Mark Roberts and Dan Whalen requesting that they comply with HUD's legitimate request.

The inspector then received a phone call from Don Barz laughing crazily stating that he and the board members were laughing at the inspector and instead of respecting ther request were proceeding with a police report against HUD inspector without elaborating on what charges. 

The actions of this crazed manager and the board members is appalling especially in the light of the fact that while the state is going through a draught, this property has been leaking water and sewer for two years contributing to the damage to a property which is insured by US tax payers while wasting valuable state resources.

It is without a doubt that every single member of this board who employ such a crazy manager and condones his unlawful and threatening actions, are not fit to sit on this board and should be impeached and never reelected.

These peoplle are a disgrace to this community, teh state and teh country as a whole.
