Pic N Pay Ripoff Overcharging for Georgia Lottery Scratch-off Tickets Atlanta Georgia

On April 8 2006 I went to "Pic N Pay" Hwy Atlanta,GA . I bought (5) Lucky Day (5) $25,000 Bankroll and (3) Golden Ticket the clerk Sodhi counts up the tickets and totals them to thirty nine. When I arrive home I noticed Sodhi had charged me $10 more than the actual cost of the tickets. I immediately went back to the store and bought this to store attendant's attention. I was informed to talk to Sodhi when he reports to work at 7:00 that night. I returned at 8:30 PM and spoke to Sodhi; he Sodhi tells me what he told me to give him for the tickets are the cost of the tickets. I called for an officer and explained my case. The officers questioned about the store procedure on giving receipts. The clerk tells the officer that they give receipts (but they don't on scratch offs). The officer questions if there was a surveillance camera that he can look at? We (the clerk, officer and I) all viewed the playback and clearly see me hand the clerk (Sodhi) (1) $10 (4) $5 and (9) $1. The clerk then tells me he can give back $4. Now the whole time we are in the store Sohdi gets into three confrontations over his totals 2 dealing with the lottery machine. I filed a police report (even though the office advised against it). I'm assuming that Sodhi has done this to more than me. I would like to know what GA lottery does against vendors who overcharge for tickets cost.
