Took $2,500.00 pament and did not return money when no work was done. He has done this to other people .

On 9-18-02 I paid Jesse Song Han And Seungil Ha Of pioneer Soils Engineering Aka Nextech Engineering, a $2,500 retainer to do a geotechnical study on a property In La Harbra Heights.

The Work was supposed to start on 9-19-02. I checked the site for several days and no work had been done. I then started looking more deeply into Pioneer soils Engineering. I Found that The department of consumer affaira has a rather large file on This Company. It seems thats all they do is collect retainers and never do any work.Mr Han does not have a License to do the work he contracted for.

I wrote the check on a First Usa Convience Check so I called and the charge was pending but not paid yet. This is on 9-23-02. I had a stop payment order placed for that check. I was told it may take 24hrs. I was also told that the rep was writting notes in my account so that if the stop payment did not work then the notes will stop the transaction.

Of course on 9-24-02 the check paid. Double FU___D.

I called and spoke to Jesse han who refused to refund my money. I also wrote The company a refund request letter which was ignored. I told him he did not do any work he said he could make up any proof he need to keep the money.

The police would not even write a report since no crime was commited. It seems not paying your taxes and stealing from consumers is not a crime.

The Consumer Affairs department can not do anything and when I sue This company and get a judgement I will never get my mony back since he never shows up to court and had several tax liens and judgements against him and his company.

First USA Refursed to help. They say I wrote the check and do not have charge back rights. They do not seem to mind there customer paying for work not provided. I get the same song and dance every time I call. They they totally mis state the time line of events and triing to say I did not call for a stop payment till 9-26-02.

I don't know who is worse First USA(Bank One ) or those F'ing Con Artist. I can't belive they are allowed to still be in business.

I have sent proof that this company is a scam to First USA but all they do is tell me they can not help me. They say If I would have used my card in sted of those f'ing checks they keep shoving down my neck each month then they could dispute the charges. I guess I may have to talk to the IRS because I am sure these con artist are not reporting all of there I'll gotten gains.


The Laws only protect the crooks, I am just pissed I did not find this out untill now. I guess Crime does Pay. Two Months later an no satisfaction.
