This company, owned by Dawne Bucks, is the worst thing that ever happened to our HOA. She is intelligent, nice looking and well dressed so she looks professional, but don't let that fool you. If you let her into your HOA, you will end up wondering what truck ran over your association.
When she started our reserves were $600,000+ and she said she would bring them up to an acceptable level...$1,000,000 or more. Less than 1 1/2 years later we are less than $500,000 and owe another $200,000.
She said she would bring down our delinquencies. Turns out she and her brother own the collection company she recommended. Her job as property manager is to reduce delinquent accounts. As owner of the collection company she makes money on delinquent account. Conflict of interest?
The contractor she recommended didn't have a city license so never pulled permits on their jobs. One balcony they replaced leaked so badly the entire ceiling underneath fell in. Did they stand by their work as she promised. No! Instead she led the board into a lawsuit to make the homeowner pay the damages caused by the construction company. The HOA is paying an attorney a fortune in legal fees to fight something they have to pay anyway.
And she loves to send hate mail to anyone who tries to tell the HOA members what she's doing.

This company, owned by Dawne Bucks, is the worst thing that ever happened to our HOA also. She is intelligent, looks some what professional, but don't let that fool you like the others have said. She is rude, she thinks she knows everything, she talks down to you and she thinks she has the right to treat non Board Members with disrespect. Premier Property Services, Inc. is the Property Management Company for our HOA. She has to be the worst company we have ever had and she has our board fooled.
She sent us a letter regarding tree trimming of trees in our yard. She tells us that they are tired of sending letters to us to trim our trees every year. Mind you she sent us one other letter two years ago. This women doesn't get out from behind her desk and check out what she is writing a letter to you about. She stated that we had several trees in our yard that are severely over grown and that our neighbors have complained. If she would do her job and check on the complaint (1) she got she would have seen that it wasn't our address the complaint was about.
I went to a meeting one evening on another issue and this women was "miss know it all". I went to complain about the HOA landscaping company not cleaning our hillside behind our house and she just ran her mouth off and she didn't even know what I was talking about. I requested that she just sit an listen to what I was trying to explain to the HOA board and stop interrupting. Since then all I get are nasty letters and she uses the Board of Directors as her shield. She loves to send hate mail to anyone who tries to tell the HOA members what she's doing.
I can see where these other people have been ripped off by this company and I think she should have her License taken away. I just want to get the word out to beware of this Company and the Scam artist that runs it. If our Board of Director would look into complaints like this they probably find she has ripped off our HOA also.
There are other issues we have had with Dawne Bucks also in the past. Just beware.

Premier Property continues to ripoff HOAs

Whoever wrote the rebuttal to the original report obviously did not know what they were talking about.
1. HOA delinquencies have not been reduced.
2. The owner of the condo that had all the damage, reported the problem within one hour of the leak. There were at least 7 people present at the time the ceiling started to cave in, all of whom are members living in the HOA, and all of them are willing to verify same.
3. Dawne Bucks not only backed the construction company that caused the problem, she sent a roofer of her and the board's choice to do the water test that proved it was the balcony that caused the problem.
4. The owner of the property hired an attorney to write a letter asking if the board would honor its commitments because Dawne Bucks refused to answer emails and then started sending hate emails.
5. She is incredibly rude to the few homeowners who still attend the monthly meetings, and answers homeowners' questions that are addressed to the board itself.
6. The homeowner still has a 15' x 3' hole in the ceiling. They have allowed five different contractors access to the property to access damages, but refused when the board asked for another water test that would further damage the interior, and yet another contractor to delay dealing with the situation.
7. The original balcony replacement had two bids, both around $6,000. The bids for replacing the balcony now and repairing the ongoing damage is in excess of $50,000.

The Complaint is untrue and slanderous. If I were Premier, I would sue!
I am an owner of a condo in the same place as the complainer, and have no personal or financial relationship with Premier or Ms. Bucks. Premier has been our property manager for about 1-1/2 years. Both Premier and Ms. Bucks are outstanding. They are incredibly responsive, and the place has never looked better.
The decrease in reserves complained of are from our need to replace a swimming pool; the project was in place before Dawne became our property manager, and she in fact has saved us money.
Further, collections are handled by the Board of Directors and its attorney; ironically, the Board and its attorney have been steadily reducing the delinquent amounts while Dawne has been our property manager (and this is in the midst of a bad economy!)
The damage the complainer refers to arose because the owner failed to report a leak during a multi-week period of heavy rain, and then denied access to Premier's contractor, who wanted to mitigate damage. The contractor was bonded and licensed by the State, and had a business license in the city where they are located; however, the City of Camarillo (where the property is located) requires non-Camarillo contractors to pay a fee for a "license" before they work on property in the city, and nobody realized this at that time. The contractor promptly got the "license" when advised of the need.
The HA is paying an attorney with respect to the matter because the unit's owner wrote the Board that all communications had to be with HER attorney, and the Board wisely retained an attorney at that point.
