using priceline.com website is not to be trusted. The hotel shown in the photo on website looks nice but upon arrival at the location I found it to be run down (pictures must have been taken years ago) the area was seedy (businesses with security bars on windows rubbish around the area entire ares looked crime-infested) It seems that you must cancel your reservation 48 hrs in advance to get a refund. I would like to know how you can check out the hotel when you are in NY and traveling to VA. When you put your trust in the reputation and the advertised quality guarantee you should receive a refund when the hotel hasn't rendered any services. This hotel had a plaque at the front desk advising guests that a henrico county police officer was on premises 24 hours a day. numerous contacts with both priceline.com and Travelodge have been unsuccessful. They both basically state too bad you didn't feel we met with your satisfaction. BEWARE quarantees don't mean anything to this company

I'm sorry you had this experience. A lot of the online travel sites are notorious for not giving refunds. In the future, you might want to check some of the travel sites that have user reviews. I found this Travelodge (if it's the same one) on one of the sites and a user review pretty much said the same thing you did, seedy neighborhood, not safe, etc. I hope this helps for the future.
