Proficio (Ohio office) un-authorized billing to my checking account Internet

 I used my computer to solicit a mortgage company for a refinancing for my brother (who does NOT have a computer).    An individual with Proficio in Orlando, Fla - first responded - but within a week another person with same mortgage company - but the Ohio office,  butted into the picture & called my brother, Phil.   He gave him the impression that the loan was almost a sure thing.     They wanted to pay off one of his debts, adding the balance to the refi.     The appraisal fee was supposed to be added to the debt selected (his line of credit with his bank), then Proficio would pay it off and the re-fi loan would be set to go.      However, the Ohio represent. calls Phil within a few weeks and tells him that the debt/income ratio is still a little off-base and they can't give him the loan.   Thus, the appraisal fee ($475) was not added to his line of credit.    What they didn't tell him was that they took the fee off his checking account.     They did not ask his permission.     Phil's checking account is very small and there is no room for surprises.   This could have caused his checks to bounce.    He discovered it in his bank statement.   This was a very inconsiderate act on the part of Proficio.
