Rasmussen College Federal Pell Grant Refund Saint Cloud Minnesota

I went onto the nslds.ed.gov website and under my federal pell grant reports, it stated that for the 2013-2014 year, the school received $5,645. $1,882 was used. The remaining amount left was $3,763. Then for 2014-2015, they received $5,730, used $3,820, and had left over $1,910.
I attended the school from April 2014 to December 2014.
Sooooo my questions are why haven't I received my refund? And why is it that i have to contact the school (who i still have heard nothing from) to get information about why the remaining balance wasn't sent to me?

I also use the NSLDS to keep up on my loan information. But mine doesn't show any Pell Grant data. Are you sure you're not looking at loan data? The amounts you stated are very close to the maximum amounts allowed under both Pell and loans, so it's hard to tell.
If you didn't receive a refund from a LOAN, they probably returned the money to the lender rather than issue a refund. But if it WAS a Pell grant, you should have received the balance. I suppose they could've returned the balance to the government, but I've never heard of financial aid doing that before.
If it was a Pell, and you didn't receive the balance they ripped you off. But at this point there's probably nothing you can do except report it to the state office responsible for higher education in whatever state you attended.
Since the Pell is a grant and doesn't have to be re-paid, you haven't really lost anything.
