RBC Financial Inc. Lottery scam, attempted to get me to deposit check in my account and send funds to unknown person for "taxes" on winnings NIAGRA FALLS, Ontario

I received a letter in the mail from RBC Financial Inc.  I called the number to speak with my "Agent" Nick Alba or Jimmy Harris only to have a man answer that speaks broken English and was obviously sitting in his living room with his children playing video games behind him. Of course, the only way to get your "winnings" is to deposit the check they send you and wire them $2,800 to cover the "taxes" on your winnings. THIS IS A FRAUD, DO NOT FALL FOR IT!!!  

The letter reads like this:   

RBC Financial Inc.
4012 ROYAL LN,
NIAGRA FALLS, ON L3N1H3      Consumer Lottery   

Final Notification 

Congratulations!!
We wish to inform you of the release of the Consumer's Reward Program Lottery held on January15, 2011. Your name, attached to ticket number 315791 drew the lucky number of 3, 13, 23, 25, 31 and 37 which ultimately WON the lottery in the second category.  

Please read the following carefully
You have been approved for the lump sum payment of $3,450 credited to an account with the above Claim Number. This amount is drawn from the total prize of $585,000 shared among the North American Winners in this category. Previous attempts to contact you on January 22, 2011 failed, resulting in this final notification. For security reasons, we advise you keep this award from public notice until your claims have been finalized. This will help prevent fraud and double claims.  

THE DRAW
All participants were selected randomly through computer from Consumer database directory system, drawn from a pool of 100,000 customers provided by various departments, chain stores and other services institutions across North America.  

Claims
In order to facilitate speedy and hassle free processing of your claim, we have deducted $3,450 from your total winning prize of $150,000 USD. To enable you to pay for the applicable Tax, for HST Nonresident Tax. Please contact one of your agents Nick Alba or Jimmy Harris at 905-781-5181 as soon as you receive this notification, he will assist you in finalizing your claim.
