I received a call on 04/17/12 from Ronnie Cooper stating that I owed a 300.00 loan from US Cash Advance and they have been trying to contact me to repay the loan plus the fee of 599.99 of collections. i remembered borrowing money from them but it was cleared years ago, however Ronnie Cooper Federal Attorney for US Cash Advance as he called himself was adamant about me owing the money and if I did not pay in one hour I will be arrested at work the following morning for violating federal laws.
I then went extatic about this and and could not think straight to go back to my bank records and I followed his intructions i did not want to go to jail especially from work. He said I needed to go to Walmart and buy a Green DOT Money Pak card for 900.00 and call him with the confirmation number so that he can clear my account. I did that and he provided me a confirmation number and stated he will call me back within 45 minutes and email me all my accounts cleared documents,
he then called me back an hour later an said because I owed a student loan he could no longer accept my money unless I payed another 900.00 to bring the account back in good standing if not then he will have no choice but to arrest me and he provided all of my personal information such as work address and home address and verified my identity over the phone this is really scarry for me but I knew then he was fake because although I do owe a student loan it is not in default and I did not have collection on the studen loan.
I knew then I was at a lost for 900.00 and went straight to the police department and made a report. I am know still receiving calls from a James Anderson with the same story and these numbers are skype numbers with california area codes and can not be tracked....however if you report this to the authorities they are able to get a subpeona to find out where the transfer was picked up and by whom as money pak informed me...to get them to do that and return your money back to you is the question????? I am currently working with a detective on this and he said that 9 out of 10 they dont get subpeona's what can I do????? HELP, HELP HELP from a hard and honest working person....

ATTORNEY GENERAL MADIGAN ISSUES WARNING ABOUT FAKE PAYDAY LOAN COLLECTION CALLS
Chicago Attorney General Lisa Madigan today warned Illinois residents to be on the alert for scam artists posing as collectors of payday loan debt. The scammers call consumers and threaten them with legal action unless the victims authorize payments from their bank accounts.
In recent weeks, Madigan's office has seen a rise in consumer complaints about the bogus collection calls. Most of the consumers report they have taken out payday loans in the past, usually from an online lender, but paid off the loans long ago. In at least one instance, the consumer reportedly filled out an online payday loan application but never completed the process.
Madigan stressed that these complaints involve outright con artists, not innocent mistakes by legitimate debt collectors. Victims who have contacted Madigan's office report that the phone calls seem to originate from outside the United States. Often, the fake collector already knows personal information about the consumer, such as their name, Social Security Number, and place of employment, which can lead the consumer to believe they are dealing with a legitimate collector. Also, the scammers usually have the consumer's bank account information on file and ask the consumer to confirm the accuracy of the information.
Many times, the con artist will claim to be affiliated with a law enforcement agency. In almost every case, the bogus collector threatens the victim with legal action, including a lawsuit or arrest, if they don=t make a payment right away. The scammers attempt to force victims into an immediate payment and ask them to authorize a direct withdrawal from their checking account. In some cases, they ask their victims to sign a promissory note and submit it to the bogus collector by fax. Some victims reported to the Attorney Generals office that they have paid hundreds of dollars before realizing they have been scammed.
The bogus debt collectors use a variety of names, including: Morgan & Associates, Federal Bureau of Investigators, DNR Recovery, DNI Recovery, Legal Accounts Association, Department of Law and Enforcement, CashNet USA, America Legal Services, Quick Cash, and ACS.
Although many of these names are fake, some are names of legitimate businesses that the purported debt collectors may be using without permission.
The Attorney General urged those who receive a suspicious debt collection call to remember the following advice:
- You cannot go to jail for failing to pay a debt;
- If you are threatened in any way by the debt collector, hang up and file a complaint with the Attorney Generals office;
- Do not give out any personal information over the telephone, including bank account numbers or credit card numbers;
- When in doubt, ask the debt collector to provide you with documentation that substantiates the debt they are trying to collect;
- Contact the original creditor and ask whether the debt has been paid. If it has not, confirm that the debt was sold to a third party collector before making a payment.

You can try to work with law enforcement to track the numbers but as you said the money is gone and the harassment will continue. The "collectors" or "lawyers" are really overseas somewhere and spoofing the phone numbers they use to contact you.
If you do a search on either US Cash Advance or maybe some other companies you will see that this is an ongoing scam after the real company had its database breached and got the names as well as the references for people that had obtained loans.
You should probably pass the word along to anyone that you may have put as a reference since these folks will be calling them as well.
