RPK Development out of Pheonix AZ is a sham company (not to be confused with RPK Devolpment in Los Angeles, CA - they are 2 totally different companies). RPK in Phoenix have no intent to ever do honest business because it's sole owner, Ray Otis Purselley is a complete scam artist who has been operating for several years.

Ray Purselley (47, bald, white male, 180 lbs, 6 2", wears glasses, soft voice) is a CON MAN. His company, RPK Development  is listed as "Real Estate Developer". The company is a false front for you to pay him or do a deal with him so he can leave with your money or offer you later payment and/or services without any intent of fulfulling his obligations. HE IS A TOTAL PSYCHO - A WOLF IN SHEEP'S CLOTHING - DO NOT DO BUSINESS WITH THIS PERSON. HE WILL STEAL FROM YOU LIKE HE DID FROM MANY, MANY OTHERS. His soft voice and "unfortunate" bad luck situations will drain you dry. Ray O Purselly HAS ZERO MORAL COMPASS AND IS A COMPLETE SOCIOPATH (the worst kind of thief). No ability to empathize with others, dangerous when crossed, charming, cunning and downright EVIL.

We were conned out of nearly $100,000 by his scheme. We trusted him with our life savings and he is definitely gone with ZERO ability and no intention to repay us. He is a SOCIOPATH. AND DANGEROUS. AVOID HIM AT ANY COST! He commonly acts wealthy and lives a supposed "luxury" lifestyle but in actuallity he is either living off of recent check fraud or running up his credit cards to make himself look rich. He is a heavy drinker and sometiems travels with a "girlfriend" and son.

Ray Purselley also is a known Check Kiter who commonly bounces mulitiple checks without any intent of repayment. His classic scam is that he will offer to either buy your distressed property and/or live in it for a premium rental rate, then at some point when his financing never arrives from "a development deal" or wherever else he claims. He is very cunning, and will often make multiple claims about knowing important people and/or celebrities. AVOID HIS GAME!

He is wanted by several similar victims for repayment of funds he has either stolen or fraudulently claimed to exist. BE CAREFUL AND FIND SOMEBODY ELSE TO WORK WITH NO MATTER HOW "LUCRATIVE" HIS DEAL.

Another common con his company does is to act as a holding company. They also promise services with a hefty deposit required with no intent upon completing those services (misc constuction contracting, etc).

AVOID THIS CON MAN AND HIS CON COMPANIES - YOU HAVE BEEN WARNED. GOOGLE HIS NAME PLUS "Scam" and you will find all of this information very helpful. I just don't want him stealing from anybody if I can help it.
