I originally contracted with RRS Contracting back in March of 2006 to redo the stairs in my home. They started work in April of 2006. My first payment was $1,050.00 (in cash) March 25th/06. The second payment was May 3rd/06 for $2,100.00. balance owing to them was $1,000.00 but weeks would go by and the job never got finished and they made a complete mess of my home and made the stairs even worse then they were before they started. Always contacted Joe Ricuppero and he would make one excuse after another. This continued until Sept. 2006 where Joe said that I should find another tradesman to finish the job.
I contacted the BBB and have reported him but to no avail. I did find a tradesman to correct all the errors RRS made and finish my stairs. I contacted Joe Ricuppero and he agreed (I have emails on all this) that he would pay me the difference it would cost me out of pocket over and above what the original contract with RRS was. I had to pay the other tradesman $2,800.00 to finish the job correctly. I submitted an invoice to Joe Ricuppero of RRS on March 16th, 2007 for the amount of $1,800.00 that he owes me as he agreed along with a copy of the receipts. He said that before he would pay me I had to sign an Agreement of Release to which I did and mailed to him May 15th, 2007.
I've kept in contact with the BBB but to no avail, I've received promises after promises and excuses after excuses from Joe Ricuppero saying that he'd get me the cheque or he'd drop it off. He did send me a cheque in the mail on November 23rd, 2007 for $1,800.00 but of course when I deposited it came back. I contacted Joe and he apologized and said that he had actually closed that account and had forgotten. He said he'd get me a certified cheque A.S.A.P. He promised this to me before Christmas of 2007 but that never came. I've called many times and he's made excuses like I'll come by tonight or I'll drop it off in your mail box but he has never done so. I've contacted his office and his receptionist says she will have him paged and have him call me, but he never does.
It is now February 11th, 2008 and I'm still out $1,800.00 that he owes me and it's not like I can forget this cause I desperately need that money. I'm at a loss and I don't know what to do anymore. I don't have the funds to take him to court or even the know how on how to go to small claims court.
I'm tired of this going on for 2 years now and I don't think a company like this should be allowed to do business. I've place a report on the www.homestars.com site to warn consumers but I need more help in dealing with the situation. Anything you can do for me would be greatly appreciated.

Please note that the contractor has finally paid me all the funds that were owed to me and that he agreed to pay to me. I'm glad that they have lived up to their promise and we can put this behind us. Thank you Joe for finalizing this matter with me.

And here we are again........ Back to the same excuses and delays by Joe Ricupero of RRS Contracting...... On Vacation..... Wife had a Baby..... Won't return emails... or at least until you send him continual emails, but only to be met with more promises and excuses.... Now the latest..... He's using the Economic Situation as a bail out ... blah blah blah... he's not the only one that's feeling the crunch..... and here I am thinking.... well, he gave me at least half of the amount... good move on his part and was actually thankful .... making me feel that he was serious about settling this matter that has now been going on for 3 years.... Come on Now Joe...... Pay me what you owe me and stop with the excuses... I have given Joe every opportunity to finalize this.... but for some reason.... I guess he loves conflict and the name of his company (which his father struggled to build) slowly slowly be smudged.... This is why I'm posting the update... to let all consumers who are thinking of hiring RRS Contracting to do work for them, I'd suggest you find someone else. Now the ball is in Joe Ricupero's court.... You either pay me the money you owe me (which is under $1000.00) or these negative comments will follow you and your company forever. You decide.

Dated: May 3, 2008 - Mr. Joe Ricupero has stated that he is currently working with me to ressolve this issue. I don't know what Joe Ricupero's definition of resolve is, but I thinking subitting an invoice to them over a year ago and getting 2 cheques that bounced from him and to date have still not received any payment.... the only thing I have received is continual broken promises..... I don't feel this is Mr. Ricupero practicing fair business.
All I get is stalling and more stalling and one excuse after another. He makes promises of coming by the next day to give me the money and he doesn't show up or even call to say that he is not coming. I think having to wait for over a year to "resolve" this is truly unacceptable..... Think Twice People.... This is not the first time he has done this either from what I'm currently seeing circulating the net.
