Sanders Auto Sales I was conned by a used carsaleman shame on me..settled payment for a title and haven't recieved title after 8 months of fighting Columbus Ohio

I contacted Billy Sanders about a van I had purchased from him in 2005 the van was financed thru CAR financial. I actually made the purchase for my daughter and her family as she was to make payments. In 2008 she informed me that she hadn't paid the van off. I contacted Billy who said he wouldn't accept the $1500 pay off and I asked him what he would except and he stated $2000. which I was to wire him in HIS name and not his company's, I am sure so he could pocket the money and not report it to the IRS. I did so and in exchange he was to fax me an agreement letter saying I had paid the debit off as a settlement, and he said he would express mail me, at his own expense, the title. I never received the fax that night and never received the title. So I began calling him and he made excuse after excuse about why I hadn't received the fax and that before he could get me a title I had to bring the van to his shop for an out of state inspection. Well that wasn't possible because I had moved to Oregon. I got kinda suspicious at this time and called the state of Ohio titles and they told me this was not true and informed me of what I needed to do. So I called Billy and told him what they told me and that I could have the state investigate the title at this time he began screaming and cursing at me and said he would make sure I would never receive the title on the van. I then spoke with another person at the OBMV who talked to Billy in which he said he agreed to the pay off of $2000. and that if I sent him $125.50 for transfer fees that he would send me the title. That was in Oct. Its now Jan of 2009 and I still haven't received the title but the money was cashed in Oct. I have put in a request for an investigation with the state of Ohio and have made a complaint with the BBB which he has been reported 11 times in the past 36 months.I don't know what will happen yet all I can say is I am an honest person and I am gullible to believe that all people are honest. If I stilled in Columbus Ohio I would be picketing in his driveway. All you honest people out there don't do business with this DISHONEST FAMILY BUSINESS. To think they have a bulletin board in the office stating and showing this GOOD Catholic family owned business at church and communions and confirmations. HA
