Scratch2Cash.com Will not pay out winnings on sign up bonus due to incorrect bonus policy Internet

I signed up and received the free 5 bonus.

The Bonus Policy states:

The Bonus has to be wagered at least 20 times and a deposit needs to be made before you can cash out.
Minimum cashout amount is 10.
An automatic 100% match up bonus will be added to all deposits over 20.

I wagered the bonus 20 times and ended up with 14.
I contacted them about cashing out but was told that the 100% match up bonus would be applied even if I only deposited 10.

This violates their own terms and conditions.
I have sent them various emails and phoned them 4 times now and have not yet received an adequate response.

They said someone would phone me twice. No one has phoned me.

If it is this hard to cash out 14, what would happen if I won 10,000 ?


UPDATE: They have recently changed the Bonus Policy so now the match-up bonus applies to all deposits.

But this does not affect me or anyone else who sign-up and won before hand.
