A well organized group uses many names and websites claiming to do many "good deeds". Misipouena (Misi) Tagaloa is involved in many aspects of operation. HE is licensed realtor #01005141 working for broker The Rana Organization, Inc.,license #01329979 at 641 Cedar Ave, 90802 according the CA Real Estate Board.
Workers at his church located at 655 Cedar Ave, 90802, witnessed many fraudulent activities and KNOW he is aware of them as fraud was reported to him and his staff.
In a proposal to Willmore City Heritage Association 15 February 2006, Mr. Tagaloa seemed to have hostile attitude towards his culture and/or American influence. Plans include a cultural community. He also stated many Long Beach employees were involved in his operations. This would explain WHY honest workers were unable to get equal protection under the law.
To avoid credible witnesses, various aspects of the organization involve workers in fraud. This prevents testifying against organization as they would implicate themselves. Such implications include:
Court ordered community service sign-off sheets are incorrect according to participants. Free time is written off. This prostitutes the judicial branch of government and purpose of alternative sentence. It also prevents witnesses as person would admit they did not complete court ordered time. Some of these persons were used to load/unload vehicles for the profit making warehouse located on tax exempt property.
The Bread of Life, and homeless lunch program at the church falsifies records to obtain funding/products. Witness reported persons signing in as homeless who were not homeless. Staff was not happy and witness was told they had real estate they wished to develop and needed the "statistics" to get funding. NO identification is required or proof of income to obtain USDA and other food bank or "donated" products. Worker witnessed via sign in sheets that "inventory" irregularities included records that listed products given out to those signing in. Some of the products were weighed upon receipt, and some was not. This allows products to not enter inventory records. MANY did not receive the products they reported as giving out. Witness was abused regarding this. Another alleged witness stated he/she had photographs of food for the poor being delivered to local restaurants. From time to time, they would change the distribution hours. However, specific persons who paid mandatory "donations" were served at different distribution hours and received more food that other participants.
The alleged job training was a sham as well. Title V program for older Americans was also prostituted and witness who refused to participate in fraud was banned from the program. Witness refused to prepare statistical report based on sign in sheets that was known to be fraudulent. Tommye Williams and her supervisor June Chavez did not permit witness to speak at mandatory meeting. Witness was taken into private office and abused saying the program did not want "whistleblowers" nor participants to "police" the sites. Refusing to commit fraud is not policing. It is honorable and commendable. Several appeals only made the matter worse. Several Los Angeles County Employees administering the program were Virginia Enriquez, Walter Bogaardt, Melinda Fonseca, William Skiles, Gil Vargas, Mary Bush. June Chavez told witness she did not want to see the evidence and witness would not be placed at another site. Tommye Williams falsified records regarding the reason for witnesses leaving site. Karen Reside tried to involve witness in fraud via falsifying payroll records. Witness refused to be placed in compromising position.
Subsequently, a witness faxed several inspector generals of the George W. Bush cabinet. President Bush himself was notified. President Bush alleges to public HE is fighting terrorists. WHY would he and his inspector generals not be alarmed at non-profits aiding what could be fugitives, terrorists, etc. from remaining anonymous and being fed well? I concur with witnesses that I would be very concerned.
Mr. Marshall Whitty, allegedly blind, and worker at site alleged he was with California Department of Rehabilitation. He told witness he would help her, but she must give him massages with him nude. This was reported to CA Dept of Rehab and they did absoltely nothing. Further, Mr. Whitty asked witness to participate in "staged accidents" for money. Witness stated he/she did not wish to get hurt. HE replied, these are experts and you will not get hurt.
Ms. Anne R. Gordon, U. S. Treasury refused to protect the American taxpayers stating the Federal government could not get involved in state issues. Using tax exempt properties to commit crimes and/or any fraud IS under the authority of FINCEN and IRS!
Various programs required listening to assorted information. Alarmingly, participants were told they would be without help if they did not vote as told. Persons were given email addresses of Long Beach city council persons. This is alarming in an alleged "free" country with alleged "free elections".
18 October 2005, member (s) of local community were informed that taxpayers via City of Long Beach paid for elevator/lift in the church. Building improvemnts by taxpayers should have been submitted to taxpayers for review.
It is possible there is some connection to another criminal network at First Congregational Church down the street in Long Beach, CA., as witness was told to deliver a sealed package of documents to them.
I have reviewed many documents and/or photographs which I will give copies if any legitimate prosecutor is interested.

Sooo, Misi took a stranger to a motel. Even Al Capone was nice for a few moments. Again, the crucial question....what was in it for Misi?
I have credible witnesses that are not the alleged lowlifes alluded to by an alleged assistant administrator responding and signing off as Misi.
Witnesses have found all the administrators that they came in contact with substantially less than honorable.

I have worked with Second Samoan as an administrative assistant and it was a challenging experience, in that the environment was an authentic and organic community.
Authentic in the sense that it was real and it compelled me to be real myself. There are times when, as an employee, I'm just there to collect my paycheck and go home, knowing full well that my personal goals don't necessarily line up with those of the organization. Sometimes, I couldn't stand some of the folks that go there for services. The authentic environment at Second Samoan would not allow me to be so in-authentic and continue to work there.
Organic in the sense that it operates where life ocurrs and sometimes I don't want to engage life so close. Second Samoan is a living and breathing organization and that got to be too much for me. I have often heard Misi talk about "being all things to all people" and I have actually seen this young pastor put a total stranger in his car and drove him to the nearest motel for the evening and we didn't even have a voucher program.
Finally, it is a community in the sense that there are real people living their lives there, caring for each other, working together, playing volleyball together, dancing and eating together, something that we have lost over the years. Whatever time I showed up for work, the community was there and whenever I leave the office, the community was always there.
