I drive a Ford Windstar with a 20 gal tank. You can never completely empty a gas tank, there is always a gal or so still in there.

I was on the interstate and pulled in to fill the tank. While filling the tank I noticed the pump said I was over 20 gals and still pumping when I shut off the pump almost 22 gals. The Attendant didn't know anything about it so I left and am still fuming.

a 2000 ford winstar has a 25 gallon tank-not 20.

you didsn't state the year of your windstar, but it seems to me that a 20 gallon tank is a tad small for a mini-van.

Perhaps you should check the owner's manual to determine the size of the gas tank.

First of all, your 20-gallon tank also has a filler neck leading down to it. If you added nearly all you could, it is possible to add more than the "advertised capacity". I've had several vehicles over the 30 years I've been driving that could happen to, but 22 gallons into a 20-gallon tank does seem excessive.

Secondly, are you SURE your van does not have an optional 25-gallon tank? For some model years, the Windstar offered a 25-gallon tank as an option. I think for other years, a 25-gallon tank may have been standard. What model year is your van?

It is unlikely that Shell if ripping you off in any case.

State Department of Weights and Measures

Its easy to find out if they are ripping people off. All gas pumps are inspected at least annually by the state department of weights and measures. Look for the stamp on the pump that tells you when the last inspection was. If you think a pump is malfunctioning then report it. I seriously doubt shell oil was ripping you off. If the pump was dispensing improperly then they need to know so they can fix it. No gas station wants to face the fines associated with violating this law.

Also, I have a 14 gallon tank in my car, and when I'm on fumes I can get almost 16 gallons in it.
