simplyfabo.com Online order, billed but item never delivered Internet

In early September I came across an ad on Facebook advertising Harry Potter Time Turners, free for a limited time, aside from shipping and handling, by a company called SIMPLYFABO.com.

Now I've ordered through these ads before and they've all turned out great, so I thought nothing of it this time. My sister was getting married late September and was a huge Harry Potter fan so I thought this would make a pretty great gift. So I ordered, was immediately billed $11.99 for shipping and handling and was told 3-4 weeks for delivery.

Here we are nearly 2 months later and the items never arrived. I've emailed them several times in the past few weeks and have only received an automated response:

Please note: Shipping and handling times vary from 3 to 4 weeks. Since
these are promotional items and the amount of orders we receive is

provides a number to us.

If you made a mistake on your mailing address
we will correct it as soon as possible to ensure delivery.

If you have any other questions please let us know, we will respond to

If it has been longer than 4 weeks (28 days) and you have not received
your item please let us know, we will look into your order
immediately.

There is no other way to contact this company. Their website seems to be under construction and there is no listed phone number. I will be reporting this to my bank's fraud department and welcome any way to get these (now) obvious scammers and make them pay for doing this to people.
