I received this exact email below. It starts out almost exactly like two other scamming online UK LOTTERY winnings that I have received in the past two months.
The other two scammers I entertained them by responding to see just how far they would go and how much they were trying to scam from me. Usully they try to get 700 - 1500 dollars for "shipping" your checks and the high cost is for "insurance" of the package, supposedly. Really it is just to make their scam profitable for them.
I asked the other lotteries if I could have them ship it through my own FedEx account and I would pay the shipping that way, but they insisted they could not.
Also, they did offer that I could fly over their to pick my check up in person, but natrally assumed that I did not want to do that. Why? Because they would have nothing to give me.
And they bet that dumb Americans will just pay out the money and wait for millions to come in the mail.
They wanted me to pay the "shipping" via Western Union. Now, if you check out Western Union online in the right handed column, the first things it says is NOT TO SEND MONEY FOR INTERNATIONAL LOTTERIES. Well, there you have it. I went furhter to call about it, and come to find that IT IS ILLEGAL FOR ANY PERSON OF THE UNITED STATES TO WIN LOTTERIES FROM OTHER COUNTRIES ....PERIOD.
Now see below for my 3rd and most recent LOTTERY WINNING SCAM all from the UK.

Your sort of correct, Nigerian scam etc. We have traced a lot of these spams/scams to physical address's -via- IP and phone traces to the city of London. We know the Nigerian's love to work out of the U.K. as most people will no longer trust anything from Nigeria.
Trace the spam using a free product like Sam Spade, you will find the bulk of them using U.K. ISP providers mostly right in the heart of London, not all but most. Which makes them a issue for the London Metro Police to try and deal with.
The ISP's love the money so they will do little to help. Keep the pressure on uk-abuse@cc.yahoo-inc.com to cut off their email accounts as most all of these scams use reply address's of Yahoo U.K.

These Scammers are Nigerian there is nothing the UK authorities can do. The best thing to do is tell everyone you know about these scams so they can't scam more people.

The city of London Police (aka Scotland Yard) know they have a problem.

Also let Yahoo and the UK Police know so they can shut down the email address and keep track of who is ripping who off:
abuse@yahoo.com
uk-abuse@cc.yahoo-inc.com
FraudDesk@city-of-london.pnn.police.uk
postmaster@cityoflondon.police.uk
new.scotland.yard@met.police.uk
The city of London Police (aka Scotland Yard) know they have a problem and send back really stupid answers to emails like, "well then we suggest you don't send the money" etc... If everyone would keep sending them copies of these scams maybe they will get off their lazy butt's and do something about the crooks doing this from the U.K.
