SOUTH BAY EXPRESSWAY 125 toll road Scam, false acusation with no time to respond. san diego California

I received a citation  on friday c125423642. For $102.50, threatening  to put a hold my registration if I didn't pay it by monday.  It acused me of not having paid a toll road in san diego on the 12-22-2014 (two months ago). First of all I live Ontario, and Have not gone to San Diego In Years. Clearly a Mistake. I checked my calendar and I was actually in modesto CA. Around those dates.   I called them to sort this out but they don't work after 5pm or on the weekends.  And they will conveniently not open on monday in observance to Presidentsday.    The letter said that they had sent another notice prior to this one, I never received  it. Ovioiusly their automated equpiment made a mistake and sent me the citation in  error. If they are not going to be available by phone they  should be a link on their website  to handle citations that were made in error. They cant just  put holds on peoples registrations with no proof.
