SouthBay Toll R 125 1129 LaMedia Road One year later-$100 penalty for $2.50-got on by mistake san diego, California

On June 4, 2011, my company rented a car to a person; the next day, the driver went to San Diego, got on the toll road by mistake, immediately exited at the first off ramp, then turned around.  His only way out was to get on the toll road again and was cited a second time.  One year later, when I received my renewal registration for the car, I discover these citations.  Since the rental was to a local person, I asked him about these citations.  He remembered the road but did not think there would be a charge since he immediately exited on the first off ramp. 

When I first inquired with the agency shown on the DMV registration as San Diego, I contacted the City of San Diego (no reply) and the County of San Diego (by mail).  They called me to say those were not their citation munbers.  I finally called DMV and found out that it was a SR125 toll road violation.  DMV gave me their number to call.

The person that answered the phone at South Bay Expresswat was pleasant but not very helpful.  She suggested I go to their website to look for the citations.  That is when I found out that the charge for a mistaken entry was $2.50, but the penalty was $100, times two citations within one minute of each other for a total charge on my registration of $204.  I guess the DMV rounds out the amounts.

I believe the road markings are so confusing that a driver is not able to identify the approach to the toll road; perhaps this is on purpose so the company can collect more fines.
