State of Illinois Tollway being ripped off by Illinois tollway Internet, Internet

I have read numerous complaints on the internet regarding the Illinois tollway system ripping people off with unreasonable fees and fines, especially if they are from other states. I am being held hosptage by an obnoxious collections agency the state used to collect unpaid fines. They call every single day, are never on the other end of the line, and expect you to wait for them to anser the phone. less than three dollars in fines has totalled almost 400.00 because I am unwilling to pay these extortionists these crazy and unreasonable fines. I have tried to negociate a reasonable settlement with them, but they are totally unwilling, and threaten to take my drivers license away from me. How are they getting away with this? On my most recent call to them, they showed two toll fees that I paid years ago...is there no one that can put a leash on these organized crime theives acting under the State Of Illinois?
