In late August I was contacted by Kevin Baker was State Street home loans who had indicated that his company may be able to assist with refinancing my home. He requested several documents from me that were going to be submitted to underwriting and that a decision would be made. Several hours later I received the call from mr. Baker on the same day indicating that the file had indeed been approved by underwriting. He requested that I fill out documentation and return to him immediately in order to get the process started. I return the required documentation to mr. Baker and he then indicated that I would have to pay the closing fees of $1,750 up front because they deal with a third-party closing company. I hesitated to send the money because I was skeptical about paying funds up front before closing. After his persistence and indicating that I would lose the rate lock on the loan I sent a cashier's check in the amount of $1,750 to State Street home Loans. Approximately a week later I sent an email inquiring about the status of the loan and mr. Baker responded by saying that he had good news and bad news and would be contacting me that same day. That call never came. I then followed up with another email to mr. Baker that went unresponded to I proceeded to contact the office with no response. After a while which was several weeks later mr. Baker responded and indicated that he was no longer with the company and that he was leaving to spend more time with his family. He did indicate that someone would be contacting me in regards to my refinance. That never happened. At that point I knew that I had been scammed. I am seeking full restitution as well as I would like to see this company closed permanently because of their fraudulent activities. I am hopeful that they will not scam another family. It is with urgency that I send this report in attempts for a quick response. Should you need additional information please do not hesitate to contact me.

As you initially thought, it isn't normal at all to pay closing costs before closing. It's an old scam. A variation on the Advance Fee Scam that is so well documented on this and other websites.
Lenders have a protocol to refinance a mortgage and that protocol includes an actual closing; either by a title company, an attorney or a mobile closer. In no case do you pay any closing fees before closing. Closing fees are brought to the closing or wired to the title agent/attorney's office.
File a police report. File a report with the FTC and the FBI and any other website or resource available. The funds are most likely gone. But it doesn't hurt to file the reports and do what the FTC, the FBI and the police suggest for fund recovery. Good luck.
