This is a company that paints houses with a supposed lifetime coating "Textured Coatings of America Inc" I had them do my house in October of 2001 and was having trouble less than a year later. I wrote letters and called and nothing was ever responded to, then at end of November of 2002 a guy stops and says he is thier repairman. He looks at job and say to many things wrong and will have to talk to the boss and see how they will fix it. No one ever calls, so I call and they will get back to me, haha!
They change the name of the company from Homecare Industries to Sunstate Designs in May of 2002 so they knew this was going to happen but they took my $5300 under the old name in October of 2002. I had done a serch with the BBB of Clearwater and they had a satisfactory rating.
Now I contacted the national supplier of thier product "Textured Coatings of America Inc" and am informed that there is no national warranty that they made a special deal with Homecare and they assume the warranty responsability. So they try to contact Homecare aka Sunstate to get the problem worked out, still no contact from Homecare aka Sunstate. It is now April of 2003 and Texcoat sent me a warranty claim form that if approved will get me the product but not installed and since it takes specialized equipment to install what a joke.
When the company actually changed names and phone numbers, which they have changed the phone numbers on a regular basis. I again look at the BBB with whom I had filed a complaint and got a letter saying nothing they could do as company did not respond, even though they had been a member since 1990. The new company did not have a rating yet so I emailed the BBB and told them it was just a company name change and they then emailed me back and forth and I provided information about Dave larkin the owner and they did give them an unsatisfactory rating but only after I gave them all of the info. Then they told me they were well aware of Dave Larkin but would not elaborate.
To this day I have not heard anything from Homecare aka Sunstate Designs. So your BBB warning is true and they should be held liable also if they have any complaints and do not report them to the public.
I am on fixed income and someone with some money should hammer the BBB when they give a satisfactory rating when they know it is not true.
I will not give up I have tracked through the public records of the state of Florida and will keep sending letters, our AG is not to effective so I hold no hope for anything from that end when I do get official with them.

This gentleman is confused on company names. Homecare used a product made by Textured Coatings of America, Inc. I cannot address the warrantee by T.C.A.
However, SunState Designs is not the same company and does not even use the TCA product. SunState Designs has a product made for them under their private label and SunState specifies the product properties.
He is deperately trying to get one company not related to another company to bear the burden of something they have no reponsibility to bear.
He is just a disgruntled person trying to drag others into his issue out of desperation.
Let him go after Homecare!

Hi John,
Some of the companies use more than one name. A friend of mine, who is not computer savvy hired this company to do a job for her in december 2003. I got on the state of Florida website and they have been in business since the 70's. Under the Sunstate name, there have been no complaints listed with the state dept of professional regulation, so you may want to go there and list your complaint. They may have given you the Homecare name but they have also used the sunstate name for over 20 years. I will be helping her to file a rip-off report soon as she is having nothing but problems as well. I suggest not using this company because the work looks great when it is done but the so called "lifetime coating" starts peeling within days!
