Sweepstakes Clearinghouse Laptop paid in full, not delivered. Dallas Texas

I ordered a lap top through Sweepstakes Clearinghouse.  The final payment was made, by phone and electronically, on December 29, 2015.  I was told I would receive it on January 11, 2016.  I have called for the tracking number so I could follow where it is located only to be told it hasn't left the warehouse as yet.  First, they said they had inventory.  Then they said I owed $20.00 plus.  Then they said I owed $6.00 plus.  Then they said it was going out by the end of the week.  So far, nothing has come my way and, when I try to contact them through their website, they tell me they are upgrading their website, so I cannot contact them except to call.  I call and I get the runaround.
